Prelude to Fierce Battles on the Seventh Anniversary

This week coincided with the seventh anniversary of the start of the Syrian movement for freedom, dignity, and justice, which turned into a fierce war that has killed hundreds of thousands of people and displaced millions of others, ripped society, and destroyed the economy, rendering the country a space to settle scores among regional and international powers, with no prospect for any political solutions.

The fiercest battles are taking place on two main fronts: eastern Ghouta, where government forces are attacking the besieged enclave, and Afrin, where Turkish forces backed by armed opposition factions are carrying out the attack.

Syria could face “fierce battles” in Idlib and Daraa after the offensive on eastern Ghouta, according to UN adviser Jan Egeland. The Turkish government also threatened to expand the attack on Afrin to include the city Manbej, east of the Euphrates, and northern Iraq.

This week also witnessed a new international escalation relevant to this issue, as the United States declared on Monday in the Security Council its readiness to intervene militarily in response to a presumed chemical attack in Ghouta. “There has been no cessation of hostilities,” UN Secretary General Antonio Guterres said in the meeting. “Violence continues in Ghouta and beyond – including in Afrin, parts of Idlib, and into Damascus and its suburbs.” (Reuters)

In an unprecedented escalation, Russia threatened that in the event of a threat to the lives of its servicemen, it will take retaliatory measures against missiles and launchers used. (Reuters)

This escalation comes as political tension between Russia and the West worsens, most recently with the diplomatic crisis over the attempted assassination of the Russian spy Sergey Scrippal in the UK, which led to the expulsion of twenty-three Russian diplomats from the UK on Wednesday, to which Russia retaliated in a tit-for-tat response on Saturday. On the level of regional powers that are directly involved in Syria, the Saudi-Iranian escalation is heading towards new levels after the Saudi crown prince Muhammad bin Salman threatened to develop a nuclear bomb in case Iran takes that step. (Reuters)

 

Ghouta: Time for Displacement

13-18 March 2018

Government forces were able to take control of two-thirds of the besieged Ghouta this week and managed to split the remaining area into three isolated sectors: Duma which is controlled by Jaish al-Islam (Islam Army), Harasta which is controlled by Ahrar al-Sham, and Arbin and Ain Tarma which are controlled by Failaq al-Rahman (al-Rahman Corps).

After government forces reached Hamorieh, thousands of civilians moved from inside the besieged Ghouta to areas controlled by the government. The intensity of battles and artillery and aerial bombardment have not subsided. Government forces continue to advance taking control of the towns of al-Rihan, Jisreen, Saqba, Kafr Batna on Friday and Saturday (AFP), with battles entering a decisive stage.

The offensive led to the deaths of more than one thousand and four hundred civilians and thousands of casualties inside Ghouta, according to the Syrian Observatory for Human Rights. Shells launched by opposition factions continued to fall on Damascus killing two hundred and forty-two civilians and injuring hundreds of others.

 

Afrin: Siege and Diaspora

13-18 March 2018

Turkish forces and opposition factions allied to them continued their military operation in Afrin, surrounding the city and cutting off water supplies amid fierce aerial and artillery bombardment, effectively controlling eighty-seven percent of the area of Afrin.

More than one hundred and fifty thousand residents in Afrin moved towards areas controlled by government forces in Aleppo, amid tragic humanitarian conditions. (Reuters) The Turkish army called on Kurdish fighters to surrender.

The Olive Branch operation has left two hundred and eighty-nine civilians dead, including forty-three children, according to the Syrian Observatory for Human Rights. Four hundred and eighty-one soldiers from the Turkish forces and allied opposition factions were killed, while four hundred and sixty-nine soldiers from the People’s Protection Units (YPG) were killed, in addition to ninety-one soldiers from the government popular forces that entered the city. The Turkish president said on Friday that the United States has to withdraw militants from east of the Euphrates if it wants to cooperate with Ankara (Reuters), which indicates that the Turkish operation may expand beyond Afrin to other areas in northern Syria.

 

Rape: A Weapon of War

15 March 2018

A report by UN investigators revealed on Thursday that Syrian government forces and forces allied to them used rape and sexual violence against women, girls, and men in a campaign to punish opposition areas. These actions constitute war crimes and crimes against humanity. The report also revealed opposition groups committed sexual violence and torture crimes as well, although they were “considerably less prevalent”.

“It is utterly repugnant that brutal acts of sexual and gender-based violence continued to be perpetrated throughout Syria for seven years by most warring parties,” said Paulo Pinheiro, chairman of the UN Commission of Inquiry on Syria. The report is based on four hundred and fifty-four interviews with survivors, relatives of survivors, eyewitnesses, defectors, lawyers, and medical personnel. (Reuters)

مقدمات لحروب طاحنة في الذكرى السابعة

صادف هذا الأسبوع الذكرى السابعة لانطلاق الحراك السوري في سبيل الحرية والكرامة والعدالة، الذي تحول إلى حروب طاحنة قتلت مئات الآلاف وشردت الملايين ومزقت المجتمع ودمرت الاقتصاد وغدت البلاد فضاء لتصفية الحسابات بين القوى الدولية والإقليمية في ظل غياب لآفاق الحلول السياسية.

وتستعر المعارك في جبهتين رئيسيتين: الغوطة الشرقية حيث تقوم قوات النظام بالهجوم على الجيب المحاصر، وعفرين حيث تقوم القوات التركية المدعومة من فصائل معارضة مسلحة الهجوم.

لكن يان إيغلاند مستشار الأمم المتحدة قال إن سوريا قد تشهد “معارك طاحنة” في إدلب ودرعا بعد انتهاء الهجوم على الغوطة الشرقية. كما أن الحكومة التركية تستمر في التهديد بتوسيع الهجوم على عفرين ليشمل منبج وشرق الفرات وشمال العراق.

وشهد هذا لأسبوع تصعيداً دولياً جديداً مرتبطاً حيث أبدت الولايات المتحدة الاثنين الماضي، استعداداً للتدخل العسكري رداً على هجوم كيماوي مفترض في الغوطة، في جلسة لمجلس الأمن. وقال الأمين العام للأمم المتحدة أنطونيو غوتيريش في الاجتماع: “لم تتوقف الأعمال القتالية … العنف مستمر في الغوطة الشرقية ومناطق أخرى- منها عفرين، وأجزاء من إدلب وفي دمشق وضواحيها”(رويترز).  

وفي تصعيد غير مسبوق، هددت روسيا بأنها سترد على أي هجمات تستهدف قواتها أو مستشاريها باستهداف الصواريخ ومنصاتها. (رويترز)

ويترافق هذا التصعيد مع تفاقم حدة التوتر السياسي بين روسيا والغرب وآخرها الأزمة الدبلوماسية على خلفية محاولة اغتيال العميل الروسي سيرجي سكريبال في بريطانيا، والتي تطور إلى تطرد 23 دبلوماسياً روسياً من بريطانيا يوم الأربعاء والذي ردت عليه روسيا بالمثل السبت. (رويترز)

أما على المستوى القوى الإقليمية المتدخلة مباشرة في سوريا يتجه التصعيد السعودي الإيراني إلى مستويات جديدة بعد تهديد ولي العهد السعودي الأمير محمد بن سلمان بتطوير قنبلة نووية إذا أقدمت إيران على تلك الخطوة. (رويترز)

الغوطة… زمن النزوح
١٨-١٣ آذار/ مارس

شهد هذا الأسبوع سيطرة قوات النظام على ثلثي الغوطة الشرقية المحاصرة، وتمكنت من تقسيم المنطقة المتبقية إلى ثلاث مناطق منعزلة، دوما الذي يسيطر عليها “جيش الإسلام” وحرستا التي تسيطر عليها “أحرار الشام” وعربين وعين ترما التي يسيطر عليها “فيلق الرحمن”.

وبعد وصول قوات النظام إلى حمورية نزح آلاف المدنيين من داخل الغوطة المحاصرة إلى مناطق سيطرة النظام. ولم تتراجع حدة المعارك والقصف العنيف الجوي والمدفعي مع استمرار تقدم قوات النظام التي سيطرت على بلدات الريحان وجسرين وسقبا وكفربطنا يومي الجمعة والسبت (فرانس برس)، حيث دخلت المعركة مرحلة حاسمة.  

وأدى الهجوم بحسب المرصد السوري لحقوق الإنسان لمقتل أكثر من 1400 مدني ضمن الغوطة وآلاف الجرحى. كما استمر إطلاق القذائف على دمشق من قبل فصائل المعارضة الذي أدى إلى مقتل 242 مدنياً وجرح المئات.

عفرين… حصار وشتات
١٨-١٣ آذار/ مارس

واصلت القوات التركية والفصائل المعارضة المتحالفة معها عمليتها العسكرية في عفرين وحاصرت مركز المدينة وقطعت عنها المياه وسط قصف جوي ومدفعي عنيف حيث سيطرت على 87 بالمئة من منطقة عفرين.

ونزح أكثر من 150 ألف من أهالي عفرين باتجاه المناطق التي يسيطر عليها قوات النظام في حلب في ظروف إنسانية مأساوية. (رويترز)
ودعا الجيش التركي المقاتلين الأكراد في عفرين للاستسلام.  

وتسببت عملية غصن الزيتون في مقتل 289 مدنياً بينهم 43 طفلاً بحسب المرصد السوري لحقوق الإنسان. وقتل في العملية 481 مقاتلاً من القوات التركية والفصائل المعارضة المسلحة المتحالفة معها بينما قتل من قوات حماية الشعب 469 مقاتلاً بالإضافة إلى 91 من عناصر قوات النظام الشعبية التي دخلت المدينة. (المرصد)

وصرح الرئيس التركي الجمعة أن على أمريكا سحب المسلحين من شرق الفرات إذا أرادت التعاون مع أنقرة (رويترز) ما يشير إلى احتمال توسع العملية التركية بعد عفرين إلى مناطق أخرى في الشمال السوري.    

الاغتصاب… سلاح حرب

كشف تقرير لمحققين تابعين للأمم المتحدة الخميس أن قوات الحكومة السورية والقوات المتحالفة معها استخدمت الاغتصاب والاعتداء الجنسي على النساء والفتيات والرجال في حملة لمعاقبة مناطق المعارضة وهي أفعال تشكل جرائم حرب وجرائم ضد الإنسانية. كما كشف التقرير أن جماعات المعارضة ارتكبت أيضاً جرائم عنف جنسي وتعذيب رغم أنها “أقل شيوعا بشكل كبير.”

وقال باولو بينيرو رئيس لجنة التحقيق التابعة للأمم المتحدة بشأن سوريا “إنه أمر شنيع للغاية أن تستمر الأعمال الوحشية من الاعتداءات الجنسية والعنف على أساس النوع من معظم أطراف الحرب على مدى سبع سنوات.” ويستند التقرير إلى 454 مقابلة مع ناجين وأقاربهم وشهود ومنشقين ومحامين وعاملين بالقطاع الطبي. Ghouta, Death, and a “New Aleppo”

9-10 March 2018

The UN Security Council Resolution 2401, which calls for a thirty-day truce, has not eased the battle for Ghouta in Damascus, but rather, aerial and artillery bombardment have intensified as the ground offensive of government forces expands, capturing about fifty percent of the area of the besieged Ghouta.

Government forces, with Russian support, were able to split the enclave into two halves after they captured the town of Misraba near the center of Ghouta, effectively surrounding the towns of Douma and Harasta on Saturday. (Reuters)

The “Scorched Earth” policy led to the death of nine hundred and fifty-seven civilians, including one hundred and ninety-nine children and one hundred and thirty-one women, from 18 March up to last Saturday, with rescuers unable to pull bodies out of the rubble. It also led to four thousand and three hundred and twenty civilian casualties, with an acute shortage of food and health care, according to the Syrian Observatory for Human Rights (SOHR).

Doctors Without Borders reported the bombardment of fifteen medical facilities out of twenty hospitals and clinics that it provides support for in eastern Ghouta. (AFP) The World Health Organization also said on Friday that some sixty-seven attacks on health facilities and workers in Syria have been verified in the first two months of 2018, equal to half of all those throughout last year, denouncing these attacks as “unacceptable.” (Reuters)

Mortars continued to be fired on Damascus by al-Rahman Corps and Jaish al-Islam, leading to the death and injury of civilians.

Military operations in eastern Ghouta are targeting “terrorist organizations in accordance with international humanitarian laws,” said the Syrian UN Ambassador in Geneva for the UN Human Rights Council on Thursday. In contrast, the UN High Commissioner for Human Rights said in a speech on Wednesday that targeting several hundred opposition fighters cannot be a justification for the offensive launched by the Syrian government in eastern Ghouta, which is controlled by the opposition. Russia called for a safe passage of civilians out of Ghouta. In this context, two passageways were opened up for civilians, amid mutual accusations of targeting these passageways. (Reuters)

On Friday, thirteen fighters from Tahrir al-Sham, along with their families, went out from areas controlled by Jaish al-Islam. This strikes resemblance to the “scenario” in Aleppo, as military pressure continues to force opposition fighters to surrender or be deported to Idlib. Calls for calm will not resonate in the tragic situation of civilians in Ghouta.

The response from international pressure was restricted to allowing the entrance of a humanitarian aid convoy to Douma on Friday, after repeated delays and the exclusion of medical supplies.

 

Olive Branch Besieging Afrin

6-9 March 2018

Turkish forces and opposition factions have captured several important towns in Afrin, the last of which was the town of Jandires. President Recep Tayyip Erdogan said that Afrin is now surrounded, and entry is imminent. (Reuters)

The Olive Branch operation, which started on 20 January, has led to the death of two hundred and four civilians, including thirty-two children and twenty-six women, up to Friday, as a result of Turkish aerial and artillery bombardment. According to the SOHR, the humanitarian and living conditions have drastically deteriorated.

Four hundred and nine soldiers from Turkish forces and Syrian factions have been killed, whereas three hundred and fifty-nine from the Kurdish People’s Protection Units (YPG) and Self-Defense Forces were killed, according to the SOHR.

A number of Arab factions allied with Syrian Democratic Forces decided to join the YPG in Afrin to confront the Turkish aggression.

No real international pressure on Turkey has emerged to stop the Olive Branch operation, as statements were confined to calls to end the offensive. On Tuesday, the French Foreign Minister Jean-Yves Le Drian said, “International focus on Syria was on implementing a UN-backed ceasefire in the rebel-held area of eastern Ghouta, but the situation in Kurdish-held Afrin could also not be ignored.” (Reuters)

 

A War of Cancellation and a Truce

9 March 2018

Tahrir al-Sham (previously Nusra) and the Syrian Liberation Front, which includes Ahrar al-Sham and Nour Eddin al-Zinki factions, announced that they have reached a ceasefire in preparation for a solution to the problems between the two sides, after bloody fighting in rural Aleppo and Idlib.

Clashes between the two sides have intensified for the last few weeks in areas they control in Aleppo and Idlib, leading to the deaths of civilians and fighters from both sides.

The latest round of clashes occurred in the western countryside of Aleppo, where the two sides used heavy weaponry in most battles. Several towns witnessed demonstrations denouncing the fighting and practices of both factions towards civilians. (Al-Jazeera)

This renewed fighting demonstrates the fragmentation and distrust among factions, in addition to Turkey’s desire for its allied forces to control areas controlled by the opposition as part of the understandings to reduce escalation.

 

Return of the Refugees

6-7-9 March 2018

Several members of the right-wing Alternative for Germany Party made a visit to Damascus on Tuesday seeking the return of refugees to Syria through an understanding with the government, which was condemned by the German government. This reflects the magnitude of contradiction over the Syrian refugee crisis in Europe. (Reuters)

The UN High Commissioner for Refugees said on Friday that it was “too early” to talk about the return of refugees to Syria, because the situation remained unsafe and risky.

A spokesperson for the Turkish Foreign Ministry said Turkey will build camps to accommodate one hundred and seventy thousand Syrian refugees near Idlib.

 

Russian Transport Plane Crash

6 March 2018

“According to the latest updates, the Antonov An-26 transport aircraft, which crashed in Hmeimim airbase, was carrying thirty-three passengers and six crew members. All of them were members of the Russian Armed Forces,” the Interfax news agency quoted the Defense Ministry as saying. The crew and the passengers were all killed.

A Russian transport aircraft carrying a Russian military orchestra crashed in the Black Sea in December 2016 on a trip for Syria, killing all ninety-two people on board. (Euronews)

غوطة وموت و “حلب جديدة”
10-9 آذار/ مارس

لم يخفف قرار مجلس الأمن 2401 الذي يطالب بهدنة لمدة ٣٠ يوماً من استعار معركة غوطة دمشق بل ازدادت حدة القصف الجوي والمدفعي مع اتساع الهجوم البري الذي تشنه قوات النظام حيث سيطرت على حوالي ٥٠ في المئة من مساحة الغوطة المحاصرة.

وتمكنت قوات النظام بدعم روسي من شطر الجيب المحاصر إلى نصفين بعد سيطرتها على بلدة مسرابا في عمق الغوطة وحاصرت فعلياً مدينتي دوما وحرستا يوم السبت. (رويترز)

وأودت سياسة “الأرض المحروقة” من ١٨ الشهر الماضي لغاية يوم السبت، بحسب المرصد السوري لحقوق الإنسان، بحياة ٩٥٧ مدنياً في الغوطة بينهم ١٩٩ طفلاً ١٣١ من النساء مع العجز عن انتشال الجثث من تحت الأنقاض. كما أدت إلى إصابة ٤٣٢٠ مدنياً في ظل النقص الحاد في المواد الغذائية والرعاية الصحية.

وأفادت منظمة أطباء بلا حدود في بيان الجمعة بتعرض ١٥ مرفقاً طبياً للقصف من إجمالي ٢٠ مستشفى وعيادة تقدم لها الدعم في الغوطة الشرقية (فرانس برس). كما قالت منظمة الصحة العالمية يوم الجمعة إنه تم التحقق من نحو ٦٧ هجوماً على منشآت صحية وعاملين في المجال الطبي في سوريا في كانون الثاني وشباط من العام الجاري وهو ما يعادل نصف الهجمات خلال العام الماضي بأكمله، ووصفت تلك الهجمات بأنها “غير مقبولة.” (رويترز)

واستمر خلال هذا الأسبوع إطلاق قذائف الهاون على مدينة دمشق من قبل فيلق الرحمن وجيش الإسلام ما أدى إلى سقوط عدد من القتلى والجرحى بين المدنيين.

وصرح سفير سوريا لدى الأمم المتحدة في جنيف لمجلس الأمم المتحدة لحقوق الإنسان يوم الخميس إن العمليات العسكرية في الغوطة الشرقية تستهدف “المنظمات الإرهابية بما يتفق مع القانون الإنساني الدولي.”  بالمقابل صرح مفوض الأمم المتحدة السامي لحقوق الإنسان في كلمة يوم الأربعاء إن استهداف بضع مئات من مقاتلي المعارضة لا يمكن أن يكون مبرراً للهجوم الذي تشنه الحكومة السورية في منطقة الغوطة الشرقية التي تسيطر عليها المعارضة. ودعت روسيا إلى خروج آمن للمدنيين من الغوطة وفي هذا الإطار تم فتح معبرين في شمال وجنوب الغوطة لخروج المدنيين وسط اتهامات متبادلة عن استهداف هذه المعابر(رويترز).

وفي يوم الجمعة خرج ١٣ مقاتل من هيئة تحرير الشام مع عائلاتهم، من مناطق سيطرة “جيش الإسلام”، فيما يبدو كتكرار لـ “سيناريو حلب” حيث يستمر الضغط العسكري لإجبار مقاتلي المعارضة على الاستسلام أو الترحيل الى ادلب، ولن يكون لدعوات التهدئة صدى في الواقع المأساوي الذي يعيشه مدنيين الغوطة.  واقتصر التجاوب مع الضغط الدولي في إدخال قافلة مساعدات إنسانية إلى دوما يوم الجمعة بعد تأجيل متكرر مع استثناء المواد الطبية منها.  

“غصن الزيتون” يحاصر عفرين
6-9  آذار/ مارس

سيطرت القوات التركية مع فصائل معارضة على عدد من البلدات الهامة في عفرين وآخرها كان بلدة جنديرس. وصرح الرئيس رجب طيب أردوغان أن عفرين أصبحت تحت الحصار ودخولها وشيك. (رويترز)

ونجم عن “غصن الزيتون”، التي بدأت في العشرين من كانون الثاني (يناير) حتى الجمعة، مقتل ٢٠٤ مدنيين بينهم ٣٢ طفلاً ٢٦ من النساء نتيجة القصف الجوي والمدفعي التركي بحسب “المرصد السوري لحقوق الإنسان”، مع تدهور حاد في الوضع الإنساني والمعيشي.

كما قضى ٤٠٩ من القوات التركية والفصائل السورية بينما قضى ٣٥٩ من “وحدات حماية الشعب” الكردية وقوات الدفاع الذاتي الكردية، بحسب “المرصد”. وكانت عدد من الفصائل العربية المتحالفة مع قوات سوريا الديمقراطية في الرقة قررت الانضمام إلى “وحدات حماية الشعب” في عفرين لمواجهة العدوان التركي.

ولا يظهر ضغط دولي جدي على تركيا لوقف “غصن الزيتون” حيث اقتصرت التصريحات على دعوات لإنهاء الهجوم. كما طالبت فرنسا الثلاثاء الماضي حيث قال وزير خارجية فرنسا جان ايف لودريان “إن التركيز الدولي على سوريا ينصب حالياً على تطبيق وقف النار تدعمه الأمم المتحدة في منطقة الغوطة الشرقية الخاضعة لسيطرة المعارضة لكن لا يمكن أيضاً تجاهل الوضع في منطقة عفرين التي يسيطر عليها الأكراد.” (رويترز).

حرب إلغاء وهدنة
9 آذار/ مارس

أعلنت “هيئة تحرير الشام” (النصرة سابقاً) و “جبهة تحرير سوريا” التي تضم “أحرار الشام” و “نور الدين الزنكي” أنهما توصلتا لاتفاق لوقف النار بين تمهيدا للتوصل إلى حل للخلاف بين الفصيلين بعد اقتتال دام بريفي حلب وإدلب.

وارتفعت حدة الاشتباكات بين الطرفين منذ أسابيع في مناطق سيطرتهما بريفي حلب وإدلب ما أدى إلى مقتل مدنيين وعناصر من الطرفين.

ووقعت أحدث اشتباكات بين “جبهة تحرير الشام” و “تحرير سوريا” في ريف حلب الغربي، واستخدم الطرفان الأسلحة الثقيلة في جل المعارك. وشهدت بلدات عدة مظاهرات نددت بالاقتتال وبممارسات الفصيلين تجاه المدنيين. (الجزيرة)

ويظهر هذا الاقتتال المتجدد التشرذم وانعدام الثقة بين الفصائل كما يشير إلى رغبة تركيا في سيطرة القوى المتحالفة معها على مناطق سيطرة المعارضة كجزء من تفاهمات خفض التصعيد.  

اللاجئون والعودة
6-7-9  آذار/ مارس

قام عدد من أعضاء الحزب البديل من أجل ألمانيا وهو حزب يميني الثلاثاء الماضي بزيارة إلى دمشق سعياً لعودة اللاجئين إلى سوريا عبر التفاهم مع النظام، الأمر الذي أدانته الحكومة الألمانية والذي يعكس حجم التناقض إزاء أزمة اللجوء السوري في أوروبا. (رويترز)   

وقال المفوض السامي للأمم المتحدة لشؤون اللاجئين يوم الجمعة إن من “المبكر جداً” الحديث عن عودة اللاجئين إلى سوريا لأن الوضع هناك ما زال غير آمن ومحفوفاً بالمخاطر.

وأعلن متحدث من وزارة الخارجية التركية أن تركيا ستبني مخيمات تستوعب ١٧٠ ألف من اللاجئين السوريين بالقرب من إدلب.

تحطم طائرة نقل روسية

A “Humanitarian Corridor” with No Crossing

27 February 2018

Moscow declared the implementation of a humanitarian truce in the besieged eastern Ghouta on 27 February, however, no civilians were reported to have gotten out at the set crossing, located northeast of Damascus.

During this truce that began on Tuesday, a “humanitarian corridor” was to be opened at the Wafideen crossing, northeast of the city of Duma, to allow for the exit of civilians. No civilians were reported to have gotten out after five days. Reporters witnessed Russian officers and soldiers along with soldiers from the Syrian regular army at the crossing. Volunteers from the Syrian Red Crescent were also present with two ambulances. At the army post, portraits of Russian President Vladimir Putin along with one of Syrian President Bashar al-Assad were hung on one of the walls. The crossing appeared completely empty of any civilian movements at a time when no shells or bombardment were heard in the neighbouring, besieged Ghouta.

The Syrian Observatory for Human Rights confirmed that no civilians have left the Wafideen crossing since the start of the Russian truce on Tuesday, except for two Pakistani nationals who left on Wednesday under separate negotiations handled by the Pakistani embassy in Damascus.

Damascus and Moscow, on one hand, and the opposition, on the other, exchanged accusations concerning the bombardment of the “humanitarian corridor.”

 

A Comeback to Chemical Weapons

28 February 2018

Various media outlets, including The New York Times and The Middle East newspapers, have leaked documents that indicate North Korea is supplying the Syrian government with equipment that could be used to make chemical weapons. The documents show the ongoing cooperation even after UN Security Council Resolution 2118 on the disposal of the chemical weapons arsenal of the government.

The report, consisting of hundreds of pages, dedicated more than fifteen paragraphs to restricted transactions under international resolutions between Pyongyang and Damascus. “There are more than forty unreported shipments from North Korea to Syria between 2012 and 2017 that involve entities designated by a number of UN member states as interfaces of the Council of Scientific Research in Syria, in the town of Jamraya.”

The US State Department spokeswoman Heather Nauert said that the North Korean government “has become more desperate and they are looking for different ways to fund their criminal regime.”

“For Russia to claim that the Assad regime has eliminated its chemical stockpiles is just absurd and simply incredible,” US Disarmament Ambassador Robert Wood told the Conference on Disarmament held in Geneva under UN sponsorship, while the Russian Foreign Minister Sergey Lavrov said that the Syrian government has disposed of its chemical arsenal.

 

Putin Announces His “Tested” Weapons in Syria

1 March 2018

Russian President Vladimir Putin used his annual speech in front of the Russian Socialist Assembly to announce his weapons, rockets, and nuclear arsenal ahead of the presidential elections scheduled on the eighteenth of this month.

Putin said that Moscow has successfully tested eighty types of advanced rockets in Syria adding: “The whole world saw our capabilities and now knows the names of Russian rockets and technologies that have carried out important missions.”

Russian Defense Minister Sergey Shoigu unveiled that the newest fifth-generation Russian jetfighter Sukhoi 57 carried out “a successful combat trial program in Syria.” Adding, “they really were there for a short time. Just two days. Over this time, they conducted a trial program, including a direct combat trial. I can tell you that the trial was successful; the planes returned home a week ago.”

On the other hand, the official, Alexander Venediktove, an aide to Russia’s Security Council Secretary for International Security affairs lashed out at the United States, saying “the presence of twenty American military bases on territory controlled by the Kurdish People’s Protection Units in eastern Syria constitutes a clear example of obstacles created by foreign intervention.”

Two days later, Russian Deputy Defense Minister Alexander Fomin said that the United States is using the al-Tanf area at the Syrian-Iraqi-Jordanian border as a “safe haven for terrorists.” Speaking to Russia-24 Fomin said, “We can only be concerned with the fifty-five kilometer safe zone near the town of al-Tanf near the Syrian-Iraqi border, which has effectively seen the establishment of a terrorist safe haven.”

 

US Pressure on Russia

2 March 2018

US President Donald Trump made two phone calls with German Chancellor Angela Merkel and French President Emmanuel Macron, on the highest US engagement in the Syrian issue.

There were two goals from these calls: the first is to exert pressure on Russia to comply with resolution 2401 for a truce, the second is accountability for using chemical weapons.

According to a statement of the German Chancellery, the Syrian government must be held accountable for attacks on and bombardment of civilians in eastern Ghouta. Also adding that during the Thursday phone call, Merkel and Trump considered that “the Syrian government must be held accountable for the ongoing deteriorating humanitarian situation in eastern Ghouta. This goes for the use of chemical weapons by (President Bashar) al-Assad’s government, as well as attacks on civilians and freezing humanitarian aid.”

Paris criticized Washington when former President Barack Obama backed down from targeting the Syrian government after a chemical attack on Ghouta at the end of 2013.

Damascus denies using chemical weapons and accuses the opposition of “fabricating” attacks to pave the way for a potential strike from the West.

Trump’s calls coincided with the arrival of US aircraft carriers to the Mediterranean to participate in manoeuvres with Israel. They also coincided with a draft resolution put forward by the United States to the UN Security Council to form a committee to investigate chemical weapons in Syrian and accountability for its use.

 

“Dismemberment” in Ghouta

3 March 2018

Government forces have made an additional advance on 3 March in the east and southeast of Ghouta near Damascus in an attempt to separate areas controlled by different groups from each other.

The Syrian Observatory for Human Rights said that government forces controlled the towns of al-Shaifonieh and Otaya in the east and southeast of the besieged area, after they were subject to heavy air raids and artillery fire in the last few days. Government forces and their allies have intensified their attacks, enabling them to control the villages of Hosh al-Zawahra and Hosh al-Zreiqieh in addition to two previous military bases.

These areas were under the control of Jaish al-Islam, the biggest faction in eastern Ghouta.

The spokesman for Jaish al-Islam Hamzeh Beiraqdar said in a statement that government forces are implementing “a scorched earth policy,” confirming the withdrawal of fighters from their posts in Hosh al-Zawahra and Shaifonieh because they were “exposed to hysterical bombardment.”

Government forces are attempting to advance “in order to isolate the towns al-Marj (southeast) and Duma (north), which include the greatest number of civilians, from the rest of towns in the western part of the besieged eastern Ghouta.”

More than six hundred and thirty civilians, including one hundred and fifty children, have been killed since the onset of the government campaign on the besieged eastern Ghouta.

 

Turkish Air Strikes on Allies of Damascus

3 March 2018

Turkish jet fighters targeted pro-government forces in the village of Kafr Janneh in Afrin that have been supporting Kurdish fighters for two weeks in facing an attack launched by Turkey and other Syrian factions on the area located north of Syria.

The Kurds confirmed the targeting of these forces on Saturday.

This is the third such incident where Turkish planes targeted positions of fighters allied with Damascus in the last two days, after the death of eighteen soldiers on Wednesday and Thursday from Turkish air strikes on two villages northeast of Afrin, raising the total of deaths to at least fifty-four soldiers since Thursday night.

After Kurdish demands for Syrian government forces to intervene in order to face the ongoing Turkish attack on Afrin that has been going on for a month and a half, Syrian forces entered Afrin and were described by official state media as “popular forces,” whereas Kurds said that they were “military units” affiliated with the Syrian army.

These strikes come at a time where Turkish forces and Syrian factions loyal to them were able to control large parts of the strategic town Rajo, located northwest of Afrin. They also advanced on another front northeast of Afrin, as they controlled parts of a strategic mountain that overlooks several other towns and villages.

Since the start of their attack, Turkish forces were able to capture more than eighty villages and towns. Two hundred and fifty-two soldiers from Syrian factions loyal to Ankara were killed as opposed to two hundred and eighty-one Kurdish fighters during the battles and air strikes, in addition to the death of one hundred and forty-nine civilians. Turkey has reported the death of forty of its soldiers.

بعد مرور شهر على عملية «غصن الزيتون» ما زالت تركيا ورقة روسية قوية في وجه أميركا، لذلك تضغط روسيا بكل قوة على النظام السوري لضمان أن تكون صيغة الاتفاق بين النظام ووحدات حماية الشعب استسلامية وليست «شراكة ضد الاحتلال التركي»، ذلك أن أي صيغة غير الاستسلام تضر بمكانة أردوغان داخل تركيا، وتضعف الآمال الروسية في وضع تركيا وجهاً لوجه أمام أميركا.

افتتحت أكاديميّة باشاك شهير-فرع الباب بمساعدة تركيا، باعتبار المنطقة تتبع إلى النفوذ التركيّ، لكنّها تفرض رسوماً كبيرة بالنسبة إلى الطلّاب، ولا بدّ من وجود جامعات معترف بها عالميّاً تؤمّن فرصة التعليم الجامعيّ لآلاف الطلّاب من حملة الشهادات الثانويّة في منطقة درع الفرات، وإلّا سيبقى الخيار المفضّل لهؤلاء السفر لإكمال الدراسة.

صالح مسلم في شباك تفاهم أميركي ــ تركي

لا أحد يدري ما إذا كان الزعيم الكردي السوري صالح مسلم محمد قد سيق إلى كمين تركي في براغ. تزخر أحداث ليلة العاصمة التشيكية بألغاز المؤامرة التقليدية وفرضيتها. وقد تكون فصولها قد حيكت بين الأجهزة الأمنية التركية والتشيكية، قبل أن يقرع زوار الفجر التشيكيون باب غرفة فندق ماريوت لتكبيل نزيلها الذي قاد حزب «الاتحاد الديمقراطي» سبعة أعوام متصلة بين خريفي ٢٠١٠ و٢٠١٧، جاعلاً من فرع حزب العمال الكردستاني في سوريا حليفاً كبيراً للولايات المتحدة في الحرب على «داعش»، وعاملاً على تأسيس مشروع كردي في شمال سوريا

يوميات سورية: المواصلات في دمشق

غلاء أسعار المازوت وقلة الكمية الممنوحة للسائقين بالسعر النظامي، الأغاني الهابطة والشتائم، القذارة والروائح القاتلة نتيجة الازدحام وتراجع شروط النظافة الشخصية، توهان الركاب وأسئلتهم المتكررة عن وجهتهم وطلبهم للمساعدة في الهبوط والصعود، أطفال مكدّسون مع أمهم لتوفير ما يمكن من أجرة مقعدٍ بات الجلوس عليه بطراً وامتيازاً لا قدرة للبشر على ممارسته. إنها أزمة يومية خانقة حتى حدود المهانة، ولا شيء يشي بانفراجٍ نسبي يُزيح عن السكان مرارة الانتقال. معاركٌ يومية بأدوات غير عسكرية، لكنها مهينة وقاتلة.

رزان زيتونة، سميرة الخليل، وائل حمادة وناظم حمادة، امرأتان ورجلان تم اختطافهم في 7 كانون الأول ـ ديسمبر 2013 من مكتب توثيق الانتهاكات، في مدينة دوما، في غوطة دمشق الشرقية، حيث كانوا يعملون كناشطين في صفوف الثورة السورية.

لا يملك المدنيون في الغوطة الشرقية – يبلغ تعدادهم حوالي ٣٥٠ ألف – ملاجئ سوى بعض أقبية الأبنية، يحاولون الابتعاد قدر المستطاع عن الإصابة المباشرة بالشظايا والصواريخ المتعددة أسماؤُها وراجماتها، وتلك الأقبية – إن وُجِدت – ليست بآمنة كليّاً، فكثير من الأبنية تهاوت فوق رؤوس قاطنيها ودفنت من كان في الأقبية وهم أحياء.

وطن.. بالعين المجردة: معبد عين دارة ضحية أخرى للحرب السورية

بالعودة إلى عين دارة فهو موقعٌ جديد يضاف إلى قائمة المواقع التي شهدت الأيام الأخيرة مجزرة بحق الحجارة والقدسية التي وسمت المكان. أحاول في هذا المقال توثيق آثار المعبد ووصف أهميتها التي لن يتسنى للأجيال القادمة للأسف رؤية بعض أجزائه الفريدة التي دُمرت إثر الحملة العسكرية التركية على عفرين والحرب السورية التي أتت على عددٍ كبير من آثار هذه البلاد المنكوبة. كما سأحاول تسليط الضوء على الأجزاء التي تعرّضت للتدمير إثر الضربة الجوية مع التأكيد على عدم كفاية هذا التحليل دون المعاينة المباشرة من قبل آثاريين لتقييم الضرر وتوثيقه ودراسة إمكانيات الصيانة والترميم. وأختتم المقال بالتحدث قليلاً عن زيارة قصيرة للمعبد، لكنها مكثفة في الذاكرة.

سورية في ذكرى الوحدة

اكتملت ستون عامًا على تلك المحاولة العجولة لتشكيل وحدة بين بلدين عربيين، سورية  ومصر. كانت الوحدة حاجة عاطفية بالدرجة الأولى لشعبي البلدين، بعد التحرّر من الاحتلالات، ونيل الاستقلال، والتطلع إلى نهضة توصل البلاد إلى أولى الخطوات في السير في ركب الحضارة. فما الذي حدث، وجعل الولادة تنتهي بوليدٍ معاق غير قابل للحياة، فمات ولم يتجاوز سن الفطام بعد؟
