Turkey shares municipal expertise with Syrian engineers (8 August 2018)

Turkey’s Kilis municipality held training sessions for a number of Syrian engineers in the Euphrates Shield area in the countryside of Aleppo from 3-6 August at the headquarters of the Azaz local council. The training was held in cooperation with the Syrian Engineers Organization for Reconstruction and Development and the Shafaq Sham nongovernmental organization.

‘Unprecedented’ drug use in Raqqa as city recovers from IS rule, residents say (14 August 2018)

Since the defeat of the Islamic State in Raqqa, the issue of drug use has come to the fore. The epidemic has especially affected young people and teenagers, with drugs ranging from hashish to more serious narcotics such as prescription medication being abused on a more widespread scale. Despite this, residents say that local authorities have struggled to respond, pointing to the troubles inherent in rebuilding institutions and governance since the defeat of IS.

As forces loyal to the regime of Bashar al-Assad concentrate around the northwestern Syrian province of Idlib, the last remaining rebel stronghold, Abu Mohammed al-Jolani has vowed to continue the fight against the regime. US National Security Adviser John Bolton warned Syria against the use of chemical weapons in its offensive.

ISIL holding 27 Syrians, including children, hostage: HRW (25 August 2018)

A Human Rights Watch report claims that twenty-seven civilians from the Sweida province are being held hostage by ISIL, reportedly to be used as bargaining chips with the Syrian regime. Mostly from the minority Druze community, among those captured are sixteen children between the age of seven and fifteen.

In an attempt to keep Iranian-backed militias and the Islamic State away from its borders, Israel has secretly supported at least twelve rebel groups with salaries and weapons, using the same supply routes used for humanitarian aid. As the Syrian regime retook territories in southern Syria, rebel groups expected Israel to intervene, and felt betrayed when Israel failed to act.

MP’s condemn government inaction in Syria (9 September 2018)

A group of MPs have claimed that the price of UK inaction in Syria has become “unacceptably high,” as the Commons Foreign Affairs Committee has called for the creation of an atrocity prevention plan. While they admit that the United Kingdom has been involved in humanitarian efforts, they condemn the lack of a military response to Syrian regime aggression.

German chancellor Angela Merkel has said that Germany is mulling over the possibility of joining US-led forces in air strikes, should the Assad regime use chemical weapons in its assault on Idlib. The main opposition to this possibility has come from the Social Democrats (SPD), as it would place Germany on a collision course with Russia.

Damascus accuses US of pursuing Israel’s interests in Syria (10 September 2018)

In an interview with International Life, Syrian foreign minister Walid Muallem has claimed that the United States is attempting to subordinate Syria and to prevent it from having strategic relationships with Iran and Russia in order to ensure Israel’s security and prevent Syrian resistance. On the matter of dialogue between the regime and opposition, Muallem says that this is only possible if they cease acting on behalf of foreign powers.

Through the adoption of resolutions 2165 (2014),and its subsequent renewals 2191 (2014), 2258 (2015) , 2332 (2016) and 2393 (2017) until 10 January 2019, the UN Security Council has authorized UN agencies and their partners to use routes across conflict lines and the border crossings at Bab al-Salam, Bab al-Hawa, al-Ramtha, and al-Yarubiyah, to deliver humanitarian assistance, including medical and surgical supplies, to people in need in Syria. No less than 95,000 Forcibly-Disappeared Persons in Syria since March 2011 (30 August 2018)

The report notes that detainees and forcibly-disappeared persons are subjected to extremely brutal and sadistic acts of torture. According to the report, 13,608 have died due to torture between March 2011 and August 2018. While other parties, such as al-Nussra Front, ISIS, the Democratic Union Party, and factions from the armed opposition, have subsequently committed patterns of arrest, enforced disappearance, and torture, all of those parties have not reached even ten percent of what the Syrian regime has committed in terms of scale and quality.

Tens of thousands of Syrians have been taken by the authorities during the country’s civil war, their families often not hearing from them for months. Human rights lawyer Noura Safadi’s husband was a famous activist. His name was Bassel Khartabil Safadi. The couple met at a demonstration, quickly falling in love before Bassel was detained. Yet they became known as “the bride and groom of the Syrian revolution.” This is their story.

رغم تأكيدات الحكومة الأردنية والمفوضية السامية لشؤون اللاجئين بـ”العودة الطوعية”، إلا أن الأمر مازال يشكل هاجساً يؤرق تفكير اللاجئين السوريين في الأردن، ويأتي ذلك بعد تصريحات رسمية روسية وزيارات لدول الجوار السوري والاتحاد الأوروبي من أجل إقناع المجتمع الدولي بضرورة إعادة اللاجئين وأن الحرب وضعت أوزارها.

وفي حين أن غالبية الدمار لحق بالمباني السكنية الحديثة في الرقة، فإن الضرر الذي لحق بالقسم التاريخي القديم من المدينة كان كبيرا أيضا. حيث اقتحمت قوات سوريا الديمقراطية القسم القديم من المدينة في أيلول بعد أن ترك قصف التحالف فتحتين عبر جدار الرافقة، وهو جدار طوله ٢٥٠٠ متر بني أثناء الخلافة العباسية ويطوق الحي التاريخي القديم. كما تسبب القصف اللاحق والاشتباكات بأضرار واسعة النطاق في عدد من المواقع الشهيرة في جميع أنحاء المدينة القديمة.

السمة الأبرز لمعرض الكتاب لهذا العام أيضاً هي ارتباط الكتاب بالعملية التسويقية، حتى على صعيد الإعلانات، “حسومات تصل إلى سبعين بالمائة!”، “اشتري كتابين والثالث هدية!”، حتى أن بعض الدور تجرأت ووضعت لافتات رقمية تحدد سعراً ثابتاً لكل الكتب في زاوية محددة، وتبدأ الأسعار من الثلاثمائة وحتى الستمائة ليرة، لدرجةٍ تظن وكأنك في سوق الرخص على الأحذية أو على  المنتجات الاستهلاكية اليومية والعادية.

ضريبة على الذهب أم على الوطن؟

قالت الهيئة العامة للضرائب والرسوم إن الجمعية الحرفيّة للصياغة وصنع المجوهرات بدمشق قد تنصّلت من تسديد رسوم الإنفاق الاستهلاكي المستحقة لهيئة الضرائب بموجب اتفاق تمّ العمل به حتى ٣٠/٠٦/٢٠١٨، مع تعديل الرسم الشهري المتفق عليه كل ستة أشهر، إلا أن الجمعية حاولت في الفترة الأخيرة استخدام كل الوسائل من أجل عدم تسديد المستحق لهيئة الضرائب والرسوم. وهذا الخلاف بدأ يَرشَح إلى مواقع التواصل الاجتماعي، ناقلًا عن الطرفين تصريحات مبهمة، لا توضّح جوهر الخلاف بينهما، ولا حتى تأثيره على الدولة السورية والسوريين عامة، لذا أردنا لهذه المقالة أن تحاول إحاطة القارئ بأكبر قدر ممكن من المعلومات والتفاصيل حول هذا الموضوع.

رأسه في مكان وجسده في مكان آخر… عالم آثار تدمر لم يلّقب رسمياً بـ “الشهيد”!

ورغم أن الرئيس السوري بشار الأسد أصدر مرسوماً بمنح الباحث في الآثار خالد الأسعد “بعد الوفاة” وسام الاستحقاق السوري من الدرجة الممتازة، ورغم تسمية ساحة تدمر باسمه، وتسمية الحكومة الإيطالية لمنطقة أثرية في مدينة بيزا باسمه، ورغم إطلاق اسمه على قاعة للمنحوتات الجنائزية الفينيقية في متحف مدينة “باليرمو” في “إيطاليا”، وقاعة أخرى في متحف مدينة “بوسطن” بالولايات المتحدة الأميركية، إلا أن الحكومة السورية لم تمنح الأسعد وثيقة شهيد. 

عن السجال حول التحديث والقبيلة والطائفة

أحد أوجه الصعوبة يكمن في تحديد ما نعنيه بالبعد الجديد للقبيلة أو الطائفة، بخاصة مع وجود رأي يؤكد حداثة هذه الهويات بوصفها هويات متخيلة. هنا يتم تأكيد تسييس الانتماء إلى هذه الجماعة. فالانتماء كان موجوداً دوماً، غير أن الجديد تمثل بتحويل هذا الانتماء إلى قاعدة للفعل السياسي من خلال تسييس هوية الجماعة.

أثّر الهبوط المتسارع في قيمة الليرة التركيّة أمام الدولار الأميركيّ في شكل سلبيّ على المعارضة السوريّة في منطقة درع الفرات في ريف حلب الشماليّ والشماليّ الشرقيّ، وكان أثر انخفاض قيمة الليرة واضحاً في المنطقة، لأنّ شريحة واسعة من السوريّين هم موظّفون ومقاتلون يقبضون رواتبهم بالليرة التركيّة.

إذا كان العام ٢٠١٧ هو عام وقف القتال بين قوات النظام وفصائل المعارضة بعد إبرام اتفاقيات خفض التصعيد، فلا ريب أن العام ٢٠١٨ هو عام استعادة السيطرة على تلك المناطق بحجة “مكافحة الإرهاب” المتمثل في تواجد عناصر جبهة النصرة أو بعض جيوب داعش الصغيرة المتبقية. وقد حصل ذلك فعلاً في الغوطة الشرقية ثم جبال القلمون الشرقي، وبعدها في جنوب دمشق ومخيم اليرموك، ثم شمال حمص، ومؤخراً في درعا والقنيطرة، واليوم يتحضّر النظام ومن معه لأجل محافظة إدلب، حيث المعقل الرئيسي لهيئة تحرير الشام “جبهة النصرة” ومن يشبهها من فصائل مرتبطة بتنظيم القاعدة. لكن الحملة على إدلب ليست الأولى، فقد سبقته أخرى.

إن مقارنة ما يحصل لي في المطارات اليوم، مع ما كان يحصل في بلدان الاستبداد، تدفعني نحو طرح أسئلة أخرى: إذا كنت هربت من الاستبداد الذي يعاقبك، ويشك بك لمجرد أنك تملك رأيًا، فهل جئت إلى بلاد تشك بك بسبب اسمك أو لونك؟ هناك أنت متهم بالحرية، وهنا أنت متهم بالإرهاب؟ هل يضيق العالم إلى هذا الحد؟ متى نصل إلى عالم، لا يكون العدو عدوًا لمجرد أنه ذو لون مختلف أو ابن ثقافة أخرى، أو لأنه يحمل اسمًا ما؟

انقلاب رياض الترك على قيادة الشباب للثورة السورية

إذا كانت جماعة رياض الترك تنفي تحالفها مع جماعة الإخوان المسلمين في سوريا في الفترة التي خاضت فيها الجماعة مواجهة مسلحة مع السلطة فيما أطلق عليه “أحداث الثمانينات”، بحجة عدم وجود وثائق فإن الترك نفسه هذه المرة يمارس هذا الدور أي التلاعب بالحقائق لغسل تاريخ الحزب.

أخذ «الإسلام الرسمي» مقابل ذلك أثماناً كبيرة من السلطة السورية في مجالات التشريع والثقافة والتربية. هذا أمر معروف وواضح خلال الأعوام الثمانية والأربعين السورية الماضية. ليس صحيحاً في تعبيره عن الواقع ذلك المصطلح المسمى «البعث الإخواني» الذي يطلق على تحالف السلطة السورية مع الإسلام الرسمي، فكلاهما أعداء في الفكر والسياسة لتيار الإسلام السياسي بطبعتيه الأصولية الإخوانية والسلفية الجهادية، وبينهما وبين الإسلام السياسي أنهار من الدماء في موقعتَي 1979 – 1982 و2011 – 2018.

بعد سلسلة أعماله الرقمية التي رافقت بدايات أحداث الثورة السورية، وسلسلته “طوابق” التي قدّم فيها مقاربة بصرية للدمار السوري، يعود الفنّان السوري تمام عزام إلى اللوحة في فهم جديد، يجمع بين التركيب واللون على السطح التقليدي، دون أن يخلو الأمر من استعانة بالدقة العالية التي عرفتها أعماله الرقمية، وهو ما نراه في عنايته الفائقة بتكوين التفاصيل الصغيرة والهامشية.

الطريق إلى «خريطة الطريق» بين الرئيسين فلاديمير بوتين ورجب طيب إردوغان حول مستقبل إدلب، تضمن الكثير من تبادل الحشد العسكري والتهديدات الدبلوماسية والحملات الإعلامية بين موسكو وحلفائها من جهة وواشنطن وحلفائها من جهة ثانية. لذلك، لم يكن مفاجئاً أن تعقب الصفقة خطوات عسكرية تصعيدية: ضربات إسرائيلية على مواقع إيرانية قرب قاعدة روسية ردت عليها مضادات سورية وأصابت طائرة روسية.
