سوريا بين روسيا وتركيا

أعلنت أنقرة وموسكو تأجيل زيارة وزيري الخارجية والدفاع الروسيين إلى تركيا التي كانت متوقعة الأحد لتباحث الوضع في ليبيا وسوريا حيث يدعم البلدان أطرافا متنازعة.

كان ينتظر وصول وزيري الخارجية والدفاع الروسيين سيرغي لافروف وسيرغي شويغو إلى اسطنبول بناء على اتفاق بين الرئيسين رجب طيب اردوغان وفلاديمير بوتين، وفق ما أفادت خارجية البلدين السبت.

وخلال مكالمة هاتفية، اتفق وزير الخارجية التركي مولود تشاويش أوغلو ونظيره الروسي سيرغي لافروف على متابعة الاتصالات بين دبلوماسيي البلدين وعقد “اجتماعات على مستوى الوزراء في موعد لاحق”، وفق البيان ذاته.

بدورها، أكدت وزارة الخارجية الروسية في بيان نشرته الأحد على صفحتها في فيسبوك أن “موعد اجتماع وزراء خارجية ودفاع البلدين سيحدد في وقت لاحق”.

الفرقة الرابعة

أكدت مصادر متطابقة بممارسة روسيا ضغوطاً على اللواء ماهر الأسد، شقيق الرئيس بشار الأسد وقائد «الفرقة الرابعة» في «الحرس الجمهوري»، لسحب حواجز قواته من دمشق ومناطق أخرى وإعادتها إلى ثكناتها حول العاصمة السورية.

وأفادت مصادر معارضة عن تحركات في بعض حواجز «الفرقة الرابعة» المنتشرة في مناطق حيوية في دمشق وريفها وحصول «اشتباكات» بين عناصر تابعة لها في الضمير في القلمون الشرقي قرب العاصمة.

من جهته، قال «المرصد السوري لحقوق الإنسان» أمس، إن موسكو «أعطت أوامرها لسحب جميع حواجز الفرقة الرابعة، وإن ماهر الأسد رفض الأوامر، ولم يتم سحب حواجز حتى اللحظة»، لافتاً إلى أن «روسيا تسعى لتقوية الفيلق الخامس التابع لها، في عموم سوريا ولا سيما درعا، عبر عمليات تجنيد متصاعدة وإغراءات مادية».

100 سوري عادوا

أعلنت وزارة الداخلية الألمانية أن أكثر من ألف شخص عادوا طوعاً إلى سورية بدعم مالي من الحكومة الاتحادية منذ عام 2017.

وأوضحت الوزارة لوكالة الأنباء الألمانية، أن الهيئة الاتحادية للهجرة وشؤون اللاجئين دفعت أموالاً لإجمالي 199 رحلة إعادة في عام 2017، و 466 في عام 2018، و 347 العام الماضي.

وأشارت الوزارة إلى أنه من المتوقع أن العدد الفعلي لحالات العودة الطوعية إلى سورية أعلى من ذلك؛ لأنه لم يتم تقديم طلبات التمويل للرحلات من خلال هيئة شؤون اللاجئين من جميع الولايات دائماً.

ولكن الوزارة أكدت أنه لن يتم دعم العودة الطوعية حالياً إلى سورية بسبب “الوضع الأمني الصعب”، وذلك بحسب ما جاء على صفحة الحكومة الألمانية عن برامج الإعادة.

وكان نحو 630 ألف سوري قدموا طلبات لجوء في ألمانيا منذ بداية الحرب الأهلية في موطنهم، وحصل أغلبهم على حماية في ألمانيا.

177 سوريا “مكورن”

أعلنت وزارة الصحة السورية الأحد تسجيل 7 إصابات بفيروس كورونا لأشخاص مخالطين في بلدة رأس المعرة بريف دمشق مايرفع عدد الإصابات المسجلة في سورية إلى.177

 وأشارت الوزارة إلى شفاء 3 حالات من الإصابات المسجلة بفيروس كورونا في سورية مايرفع عدد حالات الشفاء إلى 74.

وكانت الوزارة أخضعت بلدة رأس المعرة للحجر الصحي في السابع من الشهر الجاري بعد تسجيل 16 إصابة بالفيروس فيها نتيجة مخالطة سائق شاحنة مصاب يعمل على خط سورية الأردن وذلك منعا لانتشار الفيروس وحفاظاً على الصحة العامة وسلامة المواطنين، حسب وكالة الأنباء السورية سانا.

وسجلت أول إصابة بفيروس كورونا في سورية في الثاني والعشرين من آذار/مارس الماضي لشخص قادم من خارج البلاد في حين تم تسجيل أول حالة وفاة في التاسع والعشرين من الشهر ذاته.

خالد خليفة: العالم لن يسمعنا

يقول الروائي السوري خالد خليفة إن وباء كوفيد-19 جعل السوريين يتشاركون الهمّ ذاته مع العالم أجمع وإن كانت فاجعتهم الإنسانية في حالة انتظار دائم.

في منزله في دمشق، يشرح ابن مدينة حلب (56 عاماً) الحائز جائزة نجيب محفوظ للرواية العربية عن روايته “لا سكاكين في مطابخ هذه المدينة”، لوكالة فرانس برس، رؤيته حول تأثير الوباء في سوريا والعالم.

خلال سنوات الحرب، انشغل السوريون بعالمهم المحدود، عالم الموت اليومي الذي لا يسمح بالمشاهدة. أما اليوم فقد أصبحت مأساتهم جزءاً من مأساة البشرية كاملة، وتقاسموا مع العالم معنى الموت والخوف.

بات خوفهم اليوم جمعيّاً ومتشاركاً مع الآخرين، وربما للمرة الأولى، بات السوريون يشعرون أنهم جزء من هذه البشرية.

مع ذلك، بقينا على الأطراف، ومشاكلنا لا تعني أحداً. العالم اليوم مشغول بفيروس كورونا وغير قادر أن يسمع السوريين. وغداً سوف تأتي أسباب أخرى تجعله مشغولاً وغير قادر على سماعنا، وبالتالي لن يتغيّر شيء، وسوف تبقى الحرب مستمرة.

اقالة رئيس الوزراء، وتظاهرة بالسويداء

أعفى الرئيس السوري بشار الأسد الخميس رئيس الحكومة عماد خميس من منصبه، وكلّف وزير الموارد المائية حسين عرنوس بمهام رئيس الوزراء حتى اجراء الانتخابات البرلمانية الشهر المقبل، فيما تواجه بلاده أزمة اقتصادية حادة وعقوبات متزايدة.

وتولّى خميس (58 عاماً)، الذي واجهت حكومته انتقادات حادة مؤخراً، رئاسة الوزراء منذ صيف العام 2016، بعدما كان وزيراً للكهرباء منذ العام 2011.

وكلّف الأسد في مرسوم رئاسي، نشره الإعلام الرسمي، عرنوس بتولي رئاسة الحكومة مع الاستمرار بمهامه كوزير، على أن “تستمر الحكومة بأعمالها لحين انتخاب مجلس الشعب الجديد” في 19 تموز/يوليو.

ورئيس الوزراء الجديد مشمول على غرار سلفه بالعقوبات التي تفرضها منذ سنوات الولايات المتحدة والاتحاد الأوروبي على النظام السوري.

وتم تأجيل موعد انتخابات مجلس الشعب لمرتين في إطار تدابير التصدي لفيروس كورونا المستجد.

ويأتي قرار الأسد في وقت يواجه خميس وحكومته انتقادات شديدة على مستويات عدة على خلفية الأزمة المعيشية الخانقة وتدهور قيمة العملة المحلية بشكل غير مسبوق. وتسبّب ذلك بارتفاع جنوني في أسعار المواد الغذائية والسلع في أرجاء البلاد كافة ودفع بعض المتاجر مؤخراً إلى إغلاق أبوابها.

ويشير محللون الى أن لصراع الحكومة مع رجل الأعمال البارز رامي مخلوف، ابن خال الأسد وأحد أعمدة نظامه اقتصادياً، تداعيات سلبية على عامل الثقة.

ويربطون بين ملامسة سعر الصرف في نهاية الأسبوع عتبة الثلاثة آلاف ليرة مقابل الدولار فيما الرسمي محدد بـ700 ليرة وقرب تطبيق قانون قيصر الذي أقرّته واشنطن منتصف الشهر الحالي.

ويفرض القانون الذي ندّدت به دمشق، قيوداً مالية على سوريا، بما في ذلك وقف مساعدات إعادة الإعمار لحين سوق مرتكبي الأعمال الوحشية الى العدالة. ويفرض عقوبات على الحكومات والشركات التي تتعامل مع دمشق وبينها شركات روسية وإيرانية.

وجاء تنظيم هذه المسيرة بعد مشاركة العشرات من سكان مدينة السويداء، ذات الغالبية الدرزية في جنوب سوريا، في تظاهرات مطالبة بتحسين الأوضاع الاجتماعية بدأت الأحد واستمرت لثلاثة أيام. وردّد المشاركون شعارات مناوئة للأسد ومطالبة بإسقاطه.

ويعيش الجزء الأكبر من السوريين اليوم تحت خط الفقر، وفق الأمم المتحدة، بينما ارتفعت أسعار المواد الغذائية بمعدل 133 في المئة منذ أيار/مايو 2019، بحسب برنامج الأغذية العالمي.

انتقاد تركي لـ “جماعات متشددة

 قال وزير الدفاع التركي خلوصي أكار الأربعاء إن جماعات متشددة في منطقة إدلب بشمال غرب سوريا تحاول تقويض وقف إطلاق النار المستمر منذ ثلاثة أشهر والذي توصلت إليه تركيا وروسيا لكن الاتفاق لا يزال قائماً.

وأضاف أكار في مقابلة مع قناة الخبر “هناك بعض الجماعات المتشددة، بعضها جماعات غير معروفة لها أجندتها الخاصة، تحاول تقويض وقف إطلاق النار وتنتهكه، لكننا نناقش الأمر مع نظرائنا الروس ولا يزال اتفاق الخامس من مارس قائماً”.

ولم يأت أكار على ذكر الضربات الجوية التي تعرضت لها عدة قرى تسيطر عليها المعارضة السورية يوم الاثنين والتي كانت أولى الضربات الجوية منذ بدء وقف إطلاق النار في مارس آذار.

ردع الارهاب

 أعلنت قوات سورية الديمقراطية المعروفة باسم (قسد) يوم الأربعاء انتهاء حملة “ردع الإرهاب” لتعقب ملاحقة خلايا تنظيم “داعش” شرق سورية قرب الحدود العراقية .

وقالت الناطقة باسم مجلس دير الزور العسكري ليلوى العبد الله، في مؤتمر صحفي عقد في مدينة الشدادي بريف الحسكة الجنوبي الشرقي اليوم: “مشطت قواتنا ما يقارب 175 كم طولاً و60 كم عرضاً، شملت أكثر من 150 قرية ومزرعة، وبتنسيق عسكري بين قواتنا والحكومة العراقية وبمشاركة قوات التحالف، لتأمين المناطق الحدودية والحفاظ على السلم الأهلي وتأمين حياة الناس من هجمات خلايا داعش التي ازداد نشاطها مؤخراً”.

وأضافت العبد الله أن “حملة ردع الإرهاب بدأت بتاريخ الرابع من حزيران / يونيو الجاري في ريف الحسكة الجنوبي في منطقة الدشيشة المتاخمة للحدود العراقية والممتدة إلى تخوم منطقة الباغوز تماشياً مع نهر الفرات والخابور في ريف دير الزور، وانتهت مرحلتها الأولى اليوم “.

وأشارت إلى القبض على 110 مرتزقين والاستيلاء على كميات كبيرة من الأسلحة المتنوعة.

سوريا… من لاعب الى ملعب

لم يشارك الرئيس فلاديمير بوتين، في جنازة الرئيس الراحل حافظ الأسد قبل عقدين. لكن القوات الروسية باتت، في الذكرى العشرين لرحيله، موجودة في سوريا ومعززة بقواعد عسكرية، يطمح بوتين إلى توسيعها وتعزيزها بـ«إقامة ناعمة» في الاقتصاد والثقافة والسياسة.

حضر الرئيس التركي السابق نجدت سيزر، تشييع الأسد. وها هي قواته تنتشر حالياً في جيوب واسعة في شمال غربي سوريا، وشمالها، وشمالها الشرقي. كما هو الحال مع الرئيس الإيراني السابق محمد خاتمي، حيث إن «الحرس» الإيراني يقيم «دولة ظل» ويدرب وينشئ ميليشيات سورية وغير سورية. أيضاً، الجيش الأميركي موجود بعدته وقواعده في شرق الفرات، بعد عشرين سنة على مشاركة وزيرة الخارجية مادلين أولبرايت في الجنازة.

وعندما حضر الرئيس الفرنسي الراحل جاك شيراك، أو وزير الخارجية البريطاني روبن كوك، إلى دمشق، لوداع الأسد، لم يتوقعا أن قوات بلديهما ستكون أيضاً في عداد التحالف الدولي الذي يملك سماء شمال شرقي سوريا، ويمنع الطيران السوري منها. التحالف يدعم في الأرض، حلفاءه من «قوات سوريا الديمقراطية»، التي تضم «وحدات حماية الشعب» الكردية. هذه «الوحدات» التي تدرب بعض عناصر على أيدي «حزب العمال الكردستاني» وزعيمه عبد الله أوجلان، الذي يقيم في سجن تركيا بعد قرار الأسد فتح الباب له للخروج من سوريا، لتجنب حرب مع تركيا في منتصف 1998.

أيضاً، لم يكن الرئيس اللبناني الأسبق إميل لحود، الذي كان آخر من تحدث مع الأسد قبل وفاته، وأول الواصلين للإقامة في دمشق والمشاركة في العزاء، أن يتدخل حليفه «حزب الله» في سوريا في 2012 للمساهمة في «إنقاذ النظام»، وتنتشر قواته في مناطق مختلفة من سوريا، ويكون صاحب الكلمة والهامش لـ«الدور السوري في لبنان»، في شكل تصاعدي، بدءاً من مشاركة زعيمه حسن نصر الله في مراسم التشييع في القرداحة في يونيو (حزيران) قبل عقدين.

استعراض قائمة المشاركين في تشييع الرئيس الأسد بعد وفاته في 10 يونيو 2000، تدل على حجم التغيير الذي طرأ في سوريا ودورها. كانت لاعباً إقليمياً، وتتمتع بعلاقات دولية واسعة، تحولت إلى ملعب تتصارع فيه دول إقليمية ودولية. كان «وكلاؤها» وعناصر جيشها وضباطه واستخباراته يقيمون في دول مجاورة وأخرى بعيدة. أما، الآن، فإن «وكلاء» الآخرين وجيوشهم يقيمون في أرضها وجوها.

US envoy for Syria: crazy idea to think of distancing Iran from Syria

US Ambassador James Jeffrey, the State Department’s special representative for the Syrian war and the fight against ISIS, said the US supports “in every possible way”, diplomatically and logistically, Israeli raids on Iranian sites in Syria.

In an exclusive interview with Asharq Al-Awsat, Jeffrey said that “Iran has very established footholds in the Syrian state and within Syrian society, “noting that many Arab countries” will never be in harmony with a man like (President Bashar) Assad. They can claim that they can distance him from the Iranian orbit, but I see that this is absolutely not possible.”

The American envoy emphasized that his country will continue to impose sanctions on Damascus, and “we support the entry into force of sanctions on the Syrian regime until its acceptance of a political solution,” explaining: “Economic sanctions make the situation worse for the circle of people very close to the head of the regime, and this is what we are always trying to reach.”

And we want to make it clear to these figures that there is no clear future for them if they continue to support Assad. They should rather press for political transition. ” He pointed out that the recent Russian media campaign against Damascus is evidence that Moscow is also aware of “what kind of ally” they have in Syria today. He said that Idlib is “the citadel of opposition” and will not return to Damascus soon.

Here is the text of the exclusive interview that Asharq Al-Awsat did by Phone Thursday:

· Let’s start with Covid-19. Could you give me your assessment? Also, yesterday in the Security Council the Russians once again rejected reopening Yarobiyeh, the crossing between Iraq and Syria. What is your assessment on that as well?

First of all, we’re following the situation of the coronavirus throughout Syria. We have to look at it in three different areas; the northeast where we have the best eyes on, the northwest where we rely on Turkish information, and of course the regime areas which are totally under-reported and under-represented. We have only notional information from the regime areas. We think that there’s a considerable amount of cases there, but we can’t measure it. We do not see at the moment a significant outbreak of the virus in the northwest, but of course with so many people jammed together and with such bad medical support, particularly as the Russians and Syrians have bombed most of the hospitals and other medical facilities there, that would be of great concern.

In the northeast, there have been one or two reports of infections but we are yet to see a significant outbreak.

To some degree the few reported cases are due to the limit on travel in and out of the country, other than for the Iranians who we think spread it initially in regime areas. So the effects of it have been limited but that can change at any time. The UN is worried about this, the WHO is worried about this, and we are as well.

The Russians and the regime by blocking the transfer of medical supplies to those areas where Assad does not hold sway of course have made the situation worse. It’s Assad’s fault. It’s his fault in his own areas for having devastated his own country and not caring about its people. He is even more at fault in those areas not under his control that he denies assistance to, even though that is his responsibility as the sovereign entity in Syria.

*Do you think being in this pandemic paves the way for renewal or updating of the UN Security Council resolution regarding the humanitarian border crossing? Because I think we’re supposed to be in June/July, and directions in December?

In July, UNSC 2504 has to be renewed. It is our hope that Russia will renew at a minimum the two crossings in the northwest. We are very, very insistent on that, and we would also like to see a new crossing to service the northeast. As you know the crossing there, the Rabia crossing, was blocked from being included in the new resolution by the Russians and Chinese so that is where we are.

· As you may know in the last few weeks, even months, since the beginning of the pandemic the Russians and the regime twisted the whole argument. They’re saying now that they’re blaming the US and the European sanctions. What is your reaction to that?

The collapse of the Lebanon monetary and financial system has nothing to do with our sanctions, and that is perhaps the biggest impact on Assad. Frankly his own bad management is the second reason he is in such dire economic shape, and then thirdly, it’s the fact that this country is still at war and important areas, including agriculture and energy-producing areas, are not under his control, nor should they be until he accepts a compromise political settlement. That is why he is faced with great economic difficulties that are impacting all of the people. Our sanctions do not include sanctions on humanitarian or medical goods, those items can flow freely. And the sanctions are carefully selected and packaged to target regime figures and not the average person.

· In May/June I think the Europeans, the EU are supposed to renew their sanctions, so what is your view on that?

We are very much in favor of these sanctions staying in place until the Regime accepts a political solution. We see the glimmer of hope in the longer-term ceasefire in Idlib and the regime’s acquiescence in a common agenda for the constitutional committee in Geneva. These things would not have happened without the tough position of the international community, be it the Turks in Idlib or all of our efforts maintaining our sanctions. So we are really happy that the EU is maintaining them.

· What would you tell some Syrians who buy the narrative of the regime and blame the US for their suffering?

I cannot help anyone if after almost a decade of Assad’s terror, they still believe Assad over the international community.

· In this regard, we saw some new developments by some Arab countries who reconnected with Damascus and they took the pandemic as a pretext. Did you speak with those Arab countries? And if you did, what did you tell them?

That’s kind of vague without identifying which Arab countries. The Arab countries I am thinking of, and I do not want to disclose them publicly but we know who they are, we are talking to them constantly.

We think two things. First of all they will have no impact. They will not win any prizes from Assad. We saw when one of them, and this one I can name because it has been discussed in the media, the UAE extended diplomatic recognition and they got nothing from Assad. I think they barely got a thank you. We know as well that they’re not going to change his policies nor are they going to undercut our policy.

We think that some people in the region have the mistaken idea, even though I am in media all the time, and Secretary Pompeo and President Trump speak out frequently on Syria, that maybe there is another American policy that allows us to be friends with Assad. There is no such American policy. There will never be such an American policy. There wasn’t even such a policy under the Obama administration.

· In this regard what do you expect from the Arab Summit that is due in June but might be delayed a little bit. The Algerians are now working hard to bring the Syrians back to the Arab League.

Our question to the Arab League is: What has changed from when you took the decision (to freeze Syria membership in 2012)? Have fewer people died now had died then? We think the number now is almost 500,000 Arab citizens of Syria. That is not a very encouraging thing to invite them back. Has the Regime complied with any of the UN calls for reconciliation? No.

What percent of the population has been ridden from their homes or fled their homes due to the regime in 2012 when the Arab League took the decision? Perhaps 5-10 percent of the population. What percentage of that population today? 50 percent.

The Arab League has to ask itself: Does it just have as an interlocutor states or does it also have as an interlocutor people of those states? Because the people of this state, Syria, have shown repeatedly their courage and their commitment by half the population fleeing Assad’s rule.

· Some Arab countries believe that by bringing the regime back to the League, maybe they would distance it away from Iran. What do you think?

It’s a crazy idea. First of all, Iran is deeply embedded in the Syrian state and society. It’s not as bad as Hezbullah in Lebanon or with the Militias in Iraq, and I know both situations, particularly Iraq, very well. But it is very concerning, not just to us, we know it is also concerning to the regime and the Russians. You have militias that are created and paid for by the Iranian government and reports to the Iranian government.

But the other thing is, and people really need to think about this, Syria is a state where Assad’s brutality to his own people is unique in the world, even faced with Venezuela or North Korea. Assad only knows one tool, butchering his population, particularly the Sunni Arab population.

Now, does anybody think he’s going to change his ways? It is one thing to think he is going to change his alliance with Iran, I don’t think he can but at least theoretically it is possible. But does anyone think he is going to change the way he rules and the population is going to accept this mass murderer, this uber torturer as leader? No. He has to run an absolutely horrific brutal totalitarian state.

What country is willing to accept a partnership with a brute like that? We only know of two, Russia and Iran. We do not think the decent countries of the Gulf and the Arab World would be in the same bed with someone like him. They can claim they can wean him away from Iran, I doubt that very much. Will these countries provide the ground forces, the Hizbullah troops, and the Shia from Afghanistan and other countries to keep the Sunni Arab and many other ethnic groups in the opposition from attacking Assad? No, they won’t go that far and I don’t think they will sign up to support a government as terrible as Assad’s. They won’t bear the responsibility. That is something Iran and Russia will have to do.

· Recently, there were a lot of Israeli airstrikes around Damascus, Damascus – Beirut highway, and in Palmyra. What is your view on this?

The US supports Israel’s efforts to secure its self-defense. Israel is facing an existential threat from Iran, as they have said a thousand times that their mission is to destroy Israel. The Iranians are in Syria in large numbers, passing on long-range weapon systems to Hezbullah that threaten Israel. We know probably two elements associated with the Iranians, also in Syria, and Israel has the right to take whatever action it needs, being careful about Syrian casualties which the Israelis are, for the goal of saving Israel. Therefore, we are supportive of them in any way we can.

· What kind of support? Political or Logistical? Through the Tanf military base?

We give the support that is needed for effective Israeli actions to protect itself, and in protecting itself it is protecting all neighbors of Assad: Jordan, Turkey, Iraq, and Lebanon.

· The Israeli Minister of Defense said recently that this is to finish, not limit, the Iranian influence on Syria. Do you think that is possible?

Our policy is that all Iranian-commanded forces have to leave Syria, along with frankly all other military forces that entered after 2011. This includes the United States, if all of the reports are correct about the Israeli Air Force that would include the Israelis, and it would include the Turks.

· And the Russians?

The Russians entered before 2011, therefore they are exempt. Everyone else came after the war had begun. If there is a political solution to the war, and neighbors such as Israel and Turkey no longer feel threatened by the situation in Syria, we think they would be willing to let the country return to normal. As far as we are concerned, returning to normal is our goal and that means, among others, all Iranian-commanded forces have to leave.

· You said earlier that the sanctions are working, and that there are indications proving that. What are they?

Given the incompetence of the Assad administration, who is good at sucking the blood, literally and figuratively, in terms of money, goods, and property from its own people and in running a corrupt financial and economic system, but are not good at holding the country together and attracting foreign investments, they have done much of the damage themselves. Who would invest in a country Assad runs? They have also destroyed much of their own infrastructure, driven away a large percentage of the country’s doctors, and on and on.

It’s hard to say if you look at the unlimited fall of the Syrian pound (now 1300 to the US dollar) and the claims by people who are trying to support the regime that they have lost $244 billion, four times the GDP of the country, in the last few years because of the war, it is very hard to say what is due to the Regime’s own actions and what part of it is due to the sanctions. I would say that in general, in terms of the economy, it is mainly what the Regime has done to itself. Sanctions make life hard for those people in the inner circle, and that is what we are trying to get at. To make it clear to them that they don’t have an economic future by supporting Assad. They need to push for a political transition in Syria.

· You say the sanctions will push the regime to change its behavior?

We think it is a combination of everything. The 50 percent of the population that’s fled, stripping the country of most of its demographic resources, or much of it. The major swaths of territory that are not under Assad’s hand and unlikely to come into his hands because significant outside powers, including the US, who are on the ground. The pummeling (attacks) that the Iranians and the Syrians are getting from the air (Israeli Strikes) with ever more aggressive and effective airstrikes. The lack of reconstruction assistance. The ostracism of the Regime by the Arab League and by the Europeans.

We think that at the end of the day this formula will push the regime to eventually seek a negotiated settlement rather than claim a military victory and no compromise, which is what they have been doing up until now.

· You just said that keeping regime out of Idlib is a strategic thing. Right?

Yes. That is correct

· And you said that you want Turkey to fight extremists in Idlib?

Yes, we do. And we see signs that they are, more effectively.

How can you combine those two goals, keep Idlib out of the regime’s control and fight terrorism? And what do you think of the Turkish Russian deal over Idlib?

I think the deal will maintain as long as Turkey continues pressure on HTS. We do not see HTS as a serious threat to Russian forces, as they claim. It is a threat to all of us because it is a terrorist organization, and it is a threat to the more moderate and armed opposition in Idlib, which is of concern to us.

We see no reason, no excuse, no justification for this offensive (regime in Idlib) to start up again. By the same token, we are happy that the Turks are dealing independently with HTS. They committed to that in September 2018 and in the most recent agreement and that is a good thing.

· And you think that deal is holding?

I think that it will hold for the next few months, at least.

· Let move to North East of Syria which is where the American forces are. Recently we have noticed the Russians sending more military enforcement and they took a Qamshli military base and are getting closer and closer to the Americans. What is your assessment of the situation?

The Russians have some lightly armed military police units, they travel around in three, four, five vehicles, and sometimes they’re here, sometimes they’re there, but there is no Russian significant military force on the ground. There is no Russian occupation. Frankly, the Syrian government, other than in a few bases in Qamishli and the city of Deir El Zoor, has no real presence either. There are a few outposts and a few patrols. The people with the large, tens of thousands forces on the ground is the SDF, our partner against ISIS.

· In December, President Trump spoke of withdrawing from the North East of Syria and the Americans are there now. How long will they remain?

We will remain there until we have completed our military mission of the enduring the defeat of ISIS.

· Can we say it is an open-ended presence there?

I would never say the word open-ended. I would say only what I have just said.

· What would you tell your allies, the SDF, in advance before pulling out?

Pulling out of northeast Syria is not on the agenda, as we have not seen yet the enduring defeat of ISIS.

· Back to the current relationship between Washington and Moscow. There were some talks between some American officials and Russian officials in Washington, Moscow, and Vienna. Where are we in that regard? Is the step-by-step approach still valid?

As you know, we have various levels of talks with the Russians. We maintain generally our radio silence on these talks. One exception was when Mike Pompeo traveled to Sochi to meet with FM Lavrov and President Putin to talk about Syria and to talk about our efforts to get a compromised solution. We laid the whole thing out to both Putin and Lavrov and we did a joint press conference with Lavrov. It’s all on the record.

What do you make of the Russian media criticism of Assad?

We think that Russia knows very well what’s going on in the country. We think Russia knows what sort of ally they have in the Syrian President. And we think those articles speak for themselves.

· Do you think the Russians are upset with Damascus?

I think the articles speak for themselves. You are a journalist and when you write your articles, you want us to read what you write. Right? Then, believe what is printed in the papers.

· Did the Russians convey the same thing with you?

We do not share the details of diplomatic exchanges with our valued Russian interlocutors.

· We Know the OPCW report blamed Damascus for Ltamneh (Hamah) chemical attack in 2017 and we know that Damascus dined that. What is the next step?

The OPCW is reporting its findings to the UN Security Council, which were dramatic, and talk not just about Regime forces using chemical weapons but that the decisions were taken at the highest levels of the government to do so.

Meanwhile, the Security Council is also dealing with the UN Board of inquiry that found the regime, and to some degree the Russians, culpable for exploiting the UN’s passing of coordinates of humanitarian installations that should be on a no strike list, but in fact were deliberately struck.

We see the UN, from OCHA Chief Mark Lowcock to Secretary-General Guterres himself, speaking out in very clear and tough terms of the humanitarian risks of closing these border crossings from Iraq and eventually Turkey and the failure of the regime to allow crossline transfers of humanitarian goods to those areas. We see German courts pursuing Assad’s torturers who had gone after Syrian citizens. These citizens and their torturers now find themselves in Germany with cases open against them.

This is just the tip of the iceberg of all of the accountability efforts that we, the UN, the international community, and the media are doing to expose, that’s the word I would use, expose the absolute moral bankruptcy of that regime and those who are associated with it.

· What about the UN peace process? We hear UN special Envoy Mr. Gier Pederson saying that he made a deal between regime and opposition about agenda of the constitutional committee?

Pederson has this account and we support him 150 percent, including his call for a nationwide ceasefire. We support his efforts to build on the agreement on the agenda. That is a small, but important step forward.

· Do you think that it is realistic to talk about presidential elections under UN auspices in 2021?

We think the elections are the right way to go. If Assad holds his elections, this year or next year, they will have none, zero international credibility. They will be dismissed by the international community. The international community will redouble its efforts to pursue real elections monitored by the UN. That is the way forward. That is what the US supports.

The policy that we are pursuing is not going to change. We look very much forward to working with the media and the voices and people of the entire Middle East in speaking as one to call for a political solution and an end to the fighting.

· It this realistic?

Some people think it is not realistic. I don’t know but two years ago people thought that it was unrealistic to think that the last citadel of the armed opposition in Idlib would hold out for very long. Two years later there it is. Some people thought it was impossible for the Syrian Opposition and representatives of the Syrian government could meet together in Geneva, they have done so. Trust us that we are not only pursuing this policy, we think it has had some limited success and we think it has the potential to have a great deal more success.

لعبة خطرة على «المسرح» السوري

سوريا التي كانت لدى بدء الحركة الاحتجاجية للمطالبة بالديمقراطية، لم تعد مترابطة أو لم تعد هي ذاتها. لا هي طموح المتظاهرين قبل 9 سنوات، ولا هي كما أرادت دمشق في إجراءاتها. يتعايش المتحاربون في «المسرح السوري»، فيما لا يزال السوريون متخاصمين ومنقسمين. باتت مساحة، اختفت منها آمال التغيير وتجددت رغبة القمع. «كورونا»، لم يميز بين مناطق الحكومة المدعومة من روسيا وإيران، وهي نحو 64 في المئة من البلاد، و26 في المئة منها، وهي مناطق الأكراد المدعومين من التحالف الدولي بقيادة أميركا، ومناطق المعارضة المدعومة تركياً البالغة نحو 10 في المئة. لكن لا يزال «عاجزاً» عن توحيد السوريين… إلا في المعاناة التي تضاف إلى التهجير والنزوح واللجوء والأزمة الاقتصادية.

– الخسائر

قتل في الحرب الدامية والمدمرة 384 ألف شخص على الأقل، بينهم أكثر من 116 ألف مدني، حسب «المرصد السوري لحقوق الإنسان»، الذي أشار إلى أنها «لا تشمل من توفوا جراء التعذيب في المعتقلات الحكومية أو المفقودين والمخطوفين لدى مختلف الجهات، ويقدر عددهم بـ97 ألفاً».

تسببت الحرب في «أكبر مأساة إنسانية» منذ الحرب العالمية الثانية، وفق الأمم المتحدة، مع نزوح وتشريد أكثر من نصف السكان داخل البلاد وخارجها (من أصل 23 مليوناً). وآخر موجة من العذاب كانت لدى شن قوات الحكومة بغطاء روسي ودعم بري إيراني هجومها على إدلب، حيث فر أكثر من مليون مدني إلى شمال البلاد، كان نصفهم من الأطفال الذين يموت منهم اثنان يومياً.

كما استنزفت الاقتصاد وموارده والبنى التحتية، وأحدثت دماراً هائلاً، قدر بـ400 مليار دولار. وتسببت في انهيار قياسي في قيمة الليرة السورية، إذ وصل سعر الدولار إلى ألف ليرة بعدما كان 46 ليرة في 2011.

ويلقي مسؤولون سوريون اللوم في ذلك على الحصار الاقتصادي والعقوبات التي تفرضها دول غربية. لكن أميركا ودولاً غربية تعزو ذلك إلى «سلوك النظام والجرائم التي ارتكبت». ويبدو أن دمشق على موعد من مزيد من العقوبات الأميركية لدى البدء بتطبيق «قانون قيصر» في منتصف يونيو (حزيران). و«قيصر» هو عسكري سابق كان يعمل مصوّراً في الجيش، انشقّ في عام 2014 وبحوزته 55 ألف صورة «توثّق ممارسات في سجون النظام في قمع الانتفاضة». وفي مشهد غير مألوف في الكونغرس الأميركي، أدلى «قيصر» بشهادته أمام لجنة العلاقات الخارجية في مجلس الشيوخ قبل يومين. وإثر شهادته في عام 2014، أعدّ أعضاء الكونغرس مشروع قانون حمل اسمه، فرض قيوداً مالية على سوريا، بما في ذلك وقف مساعدات إعادة الإعمار. القانون وقّعه الرئيس دونالد ترمب في ديسمبر (كانون الأول) بعد سجال في الكونغرس استمر لسنوات، وسيدخل حيز التنفيذ منتصف يونيو.

– تدخل تركيا

لا شك أن تركيا أحد «اللاعبين» في سوريا، إذ إنه منذ البداية دعمت المعارضة التي اتخذ لاحقاً أحد أبرز تحالفاتها مقراً له في إسطنبول، كما لجأ إليها بعض قادة الفصائل المسلحة. واستضافت برنامجاً لتدريبها بقيادة «وكالة الاستخبارات المركزية»، قبل وقف واشنطن له.

ومنذ عام 2016، زاد القلق التركي من قيام كيان كردي شمال سوريا بفضل دعم أميركا لفصائل كردية قاتلت «داعش». بدأت تركيا أول تدخل عسكري لها في سوريا أطلقت عليه «درع الفرات» واستهدف ريف حلب الشمالي الشرقي. وسيطرت خلاله على منطقة حدودية تضم مدينتي جرابلس والباب. وفي يناير (كانون الثاني) 2018، شنّت عملية «غصن الزيتون» على منطقة عفرين، ذات الغالبية الكردية. وفي أكتوبر (تشرين الأول) الماضي، اغتنمت فرصة قرار أعلنت عنه واشنطن بنيتها سحب قواتها من شرق الفرات، لتشن عملية جوية وبرية جديدة باسم «نبع السلام» ضد المقاتلين الأكراد. وسيطر الجيش التركي وفصائل سورية موالية على شريط حدودي بطول 120 كيلومتراً بعمق 30 كلم بين مدينتي تل أبيض ورأس العين. وفي 11 مارس (آذار)، نفذت أول عملية عسكرية لها ضد قوات النظام السوري، وأطلقت عليها تسمية «درع الربيع» في محافظة إدلب.

– أميركا وإسرائيل

في 2014، شكّلت واشنطن تحالفاً دولياً يضم أكثر من 70 دولة بعد سيطرة «داعش» على مناطق شاسعة في العراق وسوريا في يونيو من العام نفسه. وفي سبتمبر (أيلول)، بدأ التحالف بقصف مواقع للتنظيم. ونشرت أميركا ألفي جندي في سوريا، إضافة إلى جنود أوروبيين. وفي ديسمبر (كانون الأول) الماضي، أعلن الرئيس الأميركي دونالد ترمب سحب قواته، لكنه سرعان ما قرر الإبقاء على 500 جندي من أجل حماية آبار النفط. كما تحتفظ أميركا بقاعدة التنف على الحدود العراقية.

وفي أبريل (نيسان)، شنت أميركا أول هجوم بصواريخ «كروز» على قاعدة تابعة للحكومة قرب حمص، بعد هجوم بالغاز السام على خان شيخون التي كانت تسيطر عليها المعارضة. وتكررت الغارات في أبريل 2018 بعد هجوم على دوما.

وفي نوفمبر (تشرين الثاني) 2017، أعلنت «قوات سوريا الديمقراطية» المدعومة من واشنطن طرد «داعش» من «عاصمته» في الرقة. وفي مارس العام الماضي، أعلن القضاء على التنظيم جغرافياً. وفي أكتوبر الماضي، قتلت وحدة أميركية خاصة زعيم التنظيم أبو بكر البغدادي شمال سوريا.

وفي مارس 2017، اعترفت إسرائيل بشن غارات جوية ضد «حزب الله» في سوريا، الأمر الذي تكرر مرات عدة بقبول ضمني من روسيا التي نشرت منظومات «إس 400» و«إس 300» و«إس 300» المتطورة في سوريا. وقبل يومين، قتل 26 عنصراً من «الحشد الشعبي» العراقي في ضربة جوية قرب مدينة البوكمال في ريف دير الزور الشرقي على حدود العراق. وجرى استهدافها مراراً في ضربات جوية، قد تكون الأشد في يونيو 2018 حين قتل 55 عنصراً موالياً من السوريين والعراقيين في ضربات قال مسؤول أميركي إن إسرائيل تقف خلفها. وكررت إسرائيل غاراتها على دمشق وريفها وعلى «مواقع إيرانية» في وسط البلاد وغربها.

– روسيا وإيران

في سبتمبر(أيلول) 2015، باشرت روسيا حملة جوية دعماً لقوات الحكومة التي كانت تواجه وضعاً صعباً جداً، ذلك أن المساحة التي تسيطر عليها لم تتجاوز 12 في المئة من البلاد. وبالفعل قلب الميزان العسكري ومناطق السيطرة سواء بالحرب والقصف أو بالتسويات المحلية والإقليمية. ولروسيا قاعدتان عسكريتان؛ الأولى في مطار حميميم، والثانية في ميناء طرطوس. وبدأت أخيراً تأسيس قاعدة جديدة في القامشلي شرق الفرات. وتقول موسكو إنّها تنشر 3 آلاف عسكري وطائرات وطوافات وسفن حربية وغواصات. وشارك أكثر من 63 ألف عسكري روسي في العملية، حسب وكالة الصحافة الفرنسية. كما جرب الجيش الروسي طرازات جديدة من معداته.

تقدم إيران، الحليف الإقليمي الأكبر للنظام، الدعم له منذ اندلاع الحرب. وتنفي طهران وجود قوات نظامية لها، لكنّها تقرّ بإرسال عناصر من «الحرس» بصفة «مستشارين عسكريين»، وآلاف «المتطوعين» من إيران وأفغانستان وباكستان والعراق. وأعلن «حزب الله» اللبناني رسمياً في 2013 مشاركته العسكرية إلى جانب قوات النظام. وفي يوليو (تموز) 2019، أعلن أمينه العام حسن نصرالله خفض عدد مقاتليه الذي كان يتراوح بين 5 و8 آلاف.

– تعايش استثنائي

تتعايش الأطراف المتحاربة بشكل استثنائي في سوريا جواً وبراً وبحراً. في شرق الفرات، بعد قرار ترمب خفض قواته، دخل الجيش التركي إلى منطقة النفوذ الأميركي ثم أعقبه الروس وقوات الحكومة. روسيا، التي انغمست شرق الفرات براً بعدما حرمها الوجود الجوي الأميركي من تغطية المنطقة، باتت على تماس مع القوات الأميركية، لتتداخل مناطق انتشارهما، ما يؤدي إلى احتكاكات قد تتطور إلى توترات أكبر.

غالباً ما يسجل أهالي المنطقة مشاهد للقوات الروسية والأميركية في حالة مواجهة، كأنها سيارات تتزاحم في شوارع مدينة. وسجل أكثر من مرة قيام أحد الطرفين بإغلاق الطريق على الآخر، بطريقة مثيرة خصوصاً أن سوريا هي البلد الوحيد حيث توجد قوات روسية وأميركية في بقعة جغرافية ضيقة.

وإذ تسير عربات أميركية ودوريات روسية قرب خطوط التماس، كما يسير الجيش التركي دورياته شمال الطريق السريعة، غالباً ما يتجاور العلم الأميركي مع السوري والروسي… والتركي.

في شمال غربي سوريا، تنطلق اليوم دوريات روسية – تركية لإعادة فتح طريق رئيسية بين حلب واللاذقية، ما أدى إلى «محاصصة» بين البلدين في شمال غربي سوريا، بحيث تحصل أنقرة على نفوذ خاص شمال الطريق، كما الحال في مناطق «درع الفرات» و«غصن الزيتون» و«نبع السلام»، وتعزز موسكو وجودها جنوب الطريق بالتعاون مع قوات الحكومة وتنظيمات إيرانية.

وإذا كانت السنة العاشرة من الاحتجاجات، ستشهد مزيداً من الأزمات الاقتصادية والمعيشية مع تساؤلات حول العملية السياسية، فإن من الأمور التي تستحق الملاحظة مصير «التعايش» بين المتحاربين والاحتكاكات على خطوط التماس في «المسرح السوري».

رسائل «القيصر» وألوان «السلطان»… ومصير ادلب

لم يترك الرئيس فلاديمير بوتين طريقة، عسكرية أو رمزية، إلا وبعثها إلى الرئيس التركي رجب طيب إردوغان لـ«إقناعه» باتفاق حول إدلب يتضمن تراجعاً عن السقف الذي رسمه مقابل بعض من «حفظ ماء الوجه» وقبول الرئيس السوري بشار الأسد «تجميد» قرار استعادة فورية لمناطق شمال غربي سوريا.
لعب الرئيس بوتين دور «الحكم» بين الرئيسين الأسد وإردوغان والميزان بين سقفين، للوصول إلى اتفاق خفض طموحات التفاهمين السابقين في أستانة وسوتشي ويتضمن كثيرا من الأفخاخ، ما يرجح أن يكون «تفاهم موسكو» مؤقتا بانتظار جولة جديدة من الصراع.

– إشارات رمزية
في الطريق إلى موسكو، عرض كل من بوتين وإردوغان أوراقه السورية وغير السورية. ومن يعرف الماكينة الروسية الموروثة من الذهنية السوفياتية، يعرف أنه لا مكان للصدف وأن كل تفصيل له يقرر في الكرملين، لذلك فإن الإشارات الرمزية التي أقدمت عليها موسكو تحمل كثيرا من المعاني… فما هي؟ عسكرياً، لم يعرقل قصف قوات الحكومة السورية عشرات من عناصر الجيش التركي في جبل الزاوية جنوب إدلب . في ذلك، استفادة من تجربته مع واشنطن، عندما قتل الجيش الأميركي عشرات من «مرتزقة فاغنر» الروسية لدى محاولتها عبور نهر الفرات. الرسالة الأميركية لموسكو كانت أن نهر الفرات هو خط التماس. والرسالة الروسية لتركيا في جبل الزاوية، كانت أن هذا هو خط التماس.
كما عزز الجيش الروسي معداته في البحر المتوسط مقابل السواحل السورية، وأرسل عبر مضيق الفوسفور الفرقاطة «الأدميرال غريغوروفيتش» و«الفرقاطة ماكاروف» مع ثلاث سفن حملت عشرات ومئات الجنود والمدرعات والدبابات.
الرسالة الأبلغ إلى أنقرة، جاءت من اسمي الفرقاطتين الروسيتين اللتين ترتبطان بالحروب العثمانية – الروسية. ستيبان ماكاروف، هو الأدميرال الذي وجّه الضربة للبحرية العثمانية في الحرب الثنائية بين 1877 و1878. وإيفان غريغوروفيتش، آخر وزير لبحرية الإمبراطورية الروسية؛ من عام 1911 إلى 1917، لدى قصفها السواحل العثمانية في الحرب العالمية الأولى.
المفاجأة «السوفياتية» الأخرى التي كانت في انتظار الوفد التركي في الكرملين، هي تمثال كاترين الثّانية أو «كاترين العظيمة» القيصريّة. معروف عنها أن تحالفت مع كثر لوقف «مد العثمانيين» وخاضت حروبا معهم في 1768 وانتزعت جزيرة القرم في 1771 وصولاً إلى اتفاقية بعد ثلاث سنوات (إردوغان أعلن لدى زيارته كييف قبل أيام رفضه الاعتراف بضم موسكو لشبه جزيرة القرم). «كاترين العظيمة»، هي صاحبة المقولة المشهورة: «سوريا الكبرى هي مفتاح البيت الروسي» في المنطقة. توسعت في المنطقة تحت مظلة حماية مسيحيي الشرق وامتد نفوذها قبل أن يوقفها السلطان عبد الحميد الأول.
التمثال «العظيم»، كان يقف وراء الوفد التركي وأمام أعين «السلطان» الذي حرص على القول علنا أنه كان من المفروض ذهاب بوتين إلى إسطنبول أو عقد قمة رباعية روسية – تركية – ألمانية – فرنسية «لكن جئت إليكم بسبب انشغالكم بالتعديلات الدستورية» لعقد لقاء ثنائي فقط، كما أراد «القيصر».

– السقف التركي
أعلن الرئيس إردوغان أكثر من مرة أنه في حال لم تنسحب قوات الحكومة السورية في نهاية فبراير (شباط) إلى ما وراء خطوط اتفاق سوتشي الموقع في سبتمبر (أيلول) 2018، فإن جيشه سيبدأ «عملية عسكرية واسعة» للقيام بذلك مع فصائل موالية.
وبالفعل في بداية الشهر، أطلق وزير الدفاع خلوصي آكار عملية «درع السلام» لدفع قوات الحكومة وميليشيات إيران المحمية بالغطاء الروسي إلى وراء خطوط سوتشي بعدما تعرض لضربة موجعة بقتل عشرات من جنوده في 27 فبراير. وبعد اختبار حدود الدعم الأوروبي والأميركي والتصميم الروسي، خفض إردوغان السقف في 1 مارس (آذار) بالقول: «آمل بأن يتخذ بوتين التدابير اللازمة هناك في قمة موسكو (الخميس الماضي)، مثل وقف إطلاق النار وأن نجد حلاً لهذه القضية». كما قال آكار إن عملية أنقرة ضد قوات دمشق و«الهدف لم يكن الدخول في مواجهة مع روسيا».

وتحت حملة من استعراض المعدات العسكرية شملت تصوير طائرات «درون» التركية هجماتها وإسقاط ثلاث طائرات سوريا وإعادة قوات الحكومة عن بعض النقاط في جنوب إدلب وتبادل السيطرة، ذهب “السلطان” الـى الكرملين معه الوان الجيش التركي.

– التسوية
بعد محادثات لست ساعات، توصل بوتين وإردوغان لاتفاق تنفيذي لاتفاق سوتشي، تضمن: وقف النار على خطوط التماس في منطقة خفض التصعيد بإدلب. إنشاء ممر أمني بعمق 6 كلم على جانبي طريق حلب – اللاذقية، أي منطقة عازلة بعرض 12 كلم. تسير دوريات روسية – تركية بين ترمبة غرب سراقب وعين حور في ريف اللاذقية على الطريق السريع.
قبول إردوغان بذلك يعني أنه تراجع عن مطالبته بعودة قوات دمشق إلى حدود سوتشي وقبوله تشغيل الطريقين الدوليين بين حلب ودمشق وبين حلب واللاذقية ويعني تحمل أنقرة مسؤولية إقامة المنطقة العازلة وإبعاد فصائل معارضة أو متشددة من جانبي الطريق الدولي. لكنه حصل في المقابل، على «شرعنة» الوجود العسكري التركي المعزز في الفترة الأخيرة في شمال طريق حلب – اللاذقية، كما هو الحال في مناطق «درع الفرات» و«غضن الزيتون» و«نبع السلام». كما أبقى على نقاط المراقبة جزرا معزولة في مناطق سيطرة الحكومة «تحت رحمة المظلة الروسية»، وهو ما يفسر قبول دمشق التراجع عن خطة استعادة الطريقين بعملية عسكرية واسعة و«عدم التوقف عن محاربة الإرهاب» و«دحر العدوان التركي»، إضافة إلى الموافقة على قرار موسكو تسيير دوريات تركية في شمال غربي سوريا كما هو في شمالها الشرقي. لكن في المقابل، «شرعنت» دمشق المناطق التي «قضمتها» مؤخرا وحققت هدفها الاستراتيجي في «فتح شرايين الاقتصاد» وثبتت السيطرة على طريق حلب – سراقب – معرة النعمان – خان شيخون – حماة.

– الألغام
تضمن اتفاق بوتين – إردوغان الجديد، كثيرا من الألغام التي يمكن أن تفجره في مرحلة لاحقة، هي:
1- تضمنت مقدمته «إعادة التأكيد على التزامهما القوي بسيادة الجمهورية العربية السورية واستقلالها ووحدتها وسلامتها الإقليمية»، ما يعني أن «شرعنة» الوجود التركي ستبقى محل تساؤل في موسكو ودمشق، وهي خاضعة للمقايضات السياسية الكبرى بين روسيا وتركيا. وكان لافتا أن الاتفاق لم يتضمن القول إنه «مؤقت» كما هو الحال في اتفاق سوتشي.
2- تضمن «تأكيد تصميمهما على مكافحة جميع أشكال الإرهاب، والقضاء على جميع الجماعات الإرهابية في سوريا على النحو الذي حدده مجلس الأمن الدولي مع الاتفاق على أن استهداف المدنيين والبنية التحتية المدنية لا يمكن تبريره تحت أي ذريعة». يعني هذا أن لدى موسكو ودمشق «المبررات لاستئناف محاربة المتطرفين». يعني أيضا أن لأنقرة ذخيرة تفاوضية بـ«ضرورة عدم استهداف المدنيين أو البنية التحتية تحت أي ذريعة».
3- لم يتضمن الاتفاق أي إشارة إلى آلية رقابة على وقف النار وتنفيذ الخطوات اللاحقة، وترك ذلك إلى تقدير الجانبين الروسي والتركي من دون انخراط دمشق أو فصائل المعارضة.
4- إقامة «منطقة عازلة» على جانبي طريق حلب – اللاذقية تشبه تحدي إقامة «منطقة عازلة» بين قوات الحكومة وفصائل المعارضة بعمق 20 كلم بموجب اتفاق سوتشي، الأمر الذي لم يتحقق. كما لم تنجز مهمة تسيير دوريات مشتركة أو «متزامنة».
5 – تضمن عدداً من «النقاط الغامضة» ومسائل يصعب التعامل معها؛ خصوصاً بشأن الانسحاب من الطريق الدولي وترتيبات ذلك.
6- أعطى الاتفاق تركيا «حق الرد على أي هجمات من النظام» بالقدر نفسه الذي أعطاه لدمشق لـ«محاربة الإرهاب والرد على أي استفزازات»، ما يترك وقف النار عرضة لاختبارات عدة.
7- العقدة الرئيسية مرة ثانية، هي أن تفسير أنقرة لهذا الاتفاق يختلف عن تفسير موسكو ودمشق. الأولى، تريده بوابة لإقامة مديدة في شمال سوريا. بوتين يريده محطة للإبقاء على تركيا في الحضن الروسي واحتمال فتح أقنية بين دمشق وأنقرة. أما دمشق، فإنها تعتبره «استراحة قبل استئناف المعركة لاستعادة إدلب قبل التوجه شرقا لاستعادة جميع الأراضي».

Russian – US Friction

New Russian-US sparring after “frictions” between the two countries’ forces have caused more concern regarding the situation in areas in northern Syria where both parties are militarily active. This comes after reports of increased instances that almost led to confrontations recently.

A “show of force” occurred near Tal Tamr, east of the Euphrates, when a US patrol intercepted Russian forces in the area.

The Russian defense ministry has not been commenting of skirmishes with US forces, however, it issued a statement yesterday in response to US statements about the “interception” of a Russian general by coalition forces. “The interception incident occurred fourteen months ago, i.e. it is not new,” the statement said. The Russian comment came in response to revelations by US Special Envoy to Syria James Jeffrey regarding the “interception” of a Russian general near Manbij more than one year ago.

United States is Erasing the Border

US President Donald Trump’s administration is seeking to reinforce its military presence on both sides of the Syrian-Iraqi border to maintain the potential to “face Iran” and cut off the road east of the Euphrates for Russia, after escalating demands for US withdrawal by Baghdad.

According to information from Western officials, there are proposals to reinforce the military presence, including the assertion that any talks with Baghdad have to address matters broader than the military aspects, encompass economic relationships and push NATO to play a bigger role in fighting ISIS.

The proposals include talks with the presidency of the Kurdistan region on establishing military posts/bases and increasing the number of troops from five hundred to two thousand on top of the five thousand troops already in Iraq. The diplomats pointed to “the integration between the military presence in western Iraq and eastern Syria, as most forces that withdrew from east of the Euphrates, early this year, went to Kurdistan, Iraq. This brought down the number of US forces from one thousand to five hundred troops present near the oil fields east of the Euphrates.” The proposals also included maintaining al-Tanf base to cut off the Tehran-Baghdad-Damascus-Beirut road and keep Russian forces away from the strip along the Fesh Khabour in Kurdistan.

Damascus near Maaret al-Noman

The Syrian Observatory for Human Rights (SOHR) said that Syrian government forces advanced on Friday toward the city of Maaret al-Noman. This comes after battles with militant and jihadist factions that killed twenty-three members.

Government forces controlled the towns of al-Deir al-Sharqi and al-Deir al-Gharbi in the southeastern countryside of Idlib and are now four kilometers off Maaret al-Noman, the SOHR said.

This city, which is controlled by jihadist, is the last major stronghold not under the control of Damascus. Retaking it is a major objective of the government, according to the SOHR.

The observatory said that the town of al-Deir al-Sharqi and al-Deir al-Gharbi are considered “the keys to controlling the city of Maaret al-Noman from the southern and eastern sides because of the elevated hills.”

The battles that took place in order to take control of the two towns killed seven members of government forces and sixteen militants from militant and jihadist factions, the SOHR said.

The chief of the observatory Rami Abdul Rahman said that President Bashar al-Assad’s forces can now launch mortar attacks against Maaret al-Noman from the hills in the two villages.

Syrian government forces, with Russian air support, have intensified their attacks on the southern parts of Idlib governorate since December.

Thirty-eight Thousand in Five Days

More than thirty-eight thousand people fled their homes in northwest Syria in the last five days to escape from airstrikes by the Syrian government and its Russian ally, according to the United Nations.

In recent days, Russian and Syrian fighter jets carried out airstrikes west of Aleppo governorate, where jihadists and militants still have control over some areas, according to the Syrian Observatory for Human Rights (SOHR).

Idlib governorate and some areas in the adjacent Aleppo and Lattakia governorates are still under the control of Tahrir al-Sham (previous branch of Qaida in Syria). Other militant factions are also present.

Three hundred and fifty-eight thousand people have been displaced in northwest Syria, mostly women and children, since December, according to the United Nations.

Al-Muallem is Alive

23 January 2020

Informed Syrian sources denied reports in social media regarding the death of the Syrian Foreign Minister Walid al-Muallem on Thursday.

“Minister al-Muallem left his office in the Syrian foreign ministry on Thursday and went to his home in al-Mohajreen neighborhood. He is in good health,” sources close to the Syrian foreign minister told a German news agency.

Toward the Solution

United Nations Secretary-General Antonio Guterres on Wednesday called on Syria to “move toward a political solution,” warning that if this does not happen, donor countries may not support the reconstruction process.

“I would like to issue a very strong appeal: we have to move toward a political solution,” Guterres said in response to a statement by the Syrian representative in an unofficial meeting with UN members.

“The first stage is very important, which is breaking the stalemate of the constitutional committee” which the UN established along with Syria despite various difficulties, he added.

UN envoy to Syria Geir Pedersen gave a bleak picture of the committee which started its work in October and is commissioned with drafting the Syrian constitution.

In November, the second meeting of the meeting failed after differences were raised by Damascus on the agenda and work program, according to Western diplomats.

Bombardment and Death

23 January 2020

Russian airstrikes killed twenty-three civilians on Tuesday in northwest Syria, where renewed airstrikes have tightened the noose on the last major stronghold of jihadist and militant factions in the country, Syrian Observatory for Human Rights (SOHR) said.

The official Syrian news agency SANA said that retaliatory missile strikes, which it attributed to jihadists and militant factions, killed three other civilians near the city of Aleppo, north of Syria and under government control.

Relief groups cautioned against an unprecedented wave of displacement in Idlib – home three million people, many of whom need humanitarian aid.

The International Rescue Committee warned that six hundred and fifty thousand people, mostly women children, may be displaced if the violence continues.

Saudi Arabia and Syria

21 January 2020

The Syrian newspaper al-Watan on Tuesday reported diplomatic sources in New York as saying that Syria’s permanent representative to the United Nations Bashar al-Jaafari participated in a special ceremony held in honor of Saudi Minister of State Fahd bin Abdullah al-Mubarak, in preparation of Saudi presidency over the next meeting of the G20.

The sources said al-Jaafari attended the ceremony upon a special invitation he received from the Saudi representative in the United Nations Abdullah bin Yehia al-Muallemi, adding that al-Muallemi and al-Mubarak deliberately met al-Jaafari during the ceremony, arousing the interest of the attendees and constituting a friendly surprise.

The newspaper added that during this meeting, Saudi officials expressed their conviction that what happened should pass, stressing the brotherly relationships that have longed characterized Syria and Saudi Arabia.

The sources said that this news is “worthwhile,” whereas the newspaper said that “Riyadh is reaching out to Damascus.”

Riyadh did not issue a position.
